MINUTES OF A REGULAR MEETING OF THE. CITY COUNCIL OF THE CITY OF PEARLAND HELD ON AUGUST
27, 1973 AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND; TEXAS. -
The meeting was called to order with the following present:

The invocation was given by Rev. Art Jones, Minister of the First Presbyterian Church
of Pearland. The Pledge of Allegiance was led by Councilman Frank.
APPROVAL OF MINUTES:
It was moved by Councilman Reid NI -seconded by Councilman Farley that the minutes of the
regular meeting of August 13, 1973, be approved as submitted. Motion passed 5 to 0.
It was moved by Councilman Farley, seconded by Councilman.Sanders that the minutes of
the Public Hearing on the Budget held on August 22, 1973, be approved as submitted.
Motion passed 5 to 0.
MAYOR'S ACTIVITY REPORT:
Council Chaplain: Mayor McComb reported that Rev. Art Jones has agreed to become
Chaplain for the City.
J. B. Andrews: Mayor McComb reported that J. B. Andrews, Pound Master for the City of
Pearland,passed away on August 25, 1973, while on vacation in Baltimore, Md.
COUNCIL ACTIVITY.REPORT:
Cable T. V.: Councilman Farley reported that several meetings ago we were approached
to install a Cable T. V. franchise in the City. As Utility Rates Coordinator, he
has taken this under advisement. Financial Statements of the company have been turned
over to Councilman Griffin and he has reported -favorably. We have posed.the question
to the Brazoria County Cities Association as this company now haseither four cities
connected or in the process of being connected to this franchise, asking citizens of
these communities and our own community to comment. The only adverse comment we have
had to this date is that with this C'ompany,as well as Cable T. V. in general,
there is somewhat of a long lead time between one first talked about and one that is

actually available. This Company has presented a.sample copy of an ordinance and
Councilman Farley turned a copy of the ordinance over to City Attorney Williams for -
his review. Should the Attorney report back favorably we will then be in a position
to hold a Public Hearing on this matter.

A. T. & Santa Fe Railroad: Councilman Sanders reported that he had heard that the
activity along the tract is a spur track which is to begin in Hastings Oil Field area
-,"and to terminate at the intersection of Griggs Road and the Gulf Freeway in Houston.
This track would be continuous and the purpose would be to store grain in box cars
for the Port of Houston. This will affect the City of Pearland if this track is
placed parallel to the existing track on the West side where Knapp Road crosses. There
will be no way we can get traffic across from Mykawa Road to Telephone Road. Councilman
Sanders stated that he felt we should find -:out from the Railroad if this is factual
information.
Mayor McComb requested that City Manager Wolff check with the Railroad on this matter
as soon as possible.
Questionnaire to Citizens: Councilman Griffin reported that approximately 800 cards
have been received and since the time has now passed for receiving the cards, we will
begin making a tall y of the results.
City Beautification: Councilman Reid reported that the tractor and mower owned by
the City and loaned to various organizations, is being utilized quite well and that
responsible individuals representing various organizations may contact Mr. Wolff or his
secretary and make reservations for use of the tractor and mower.
Fire Department's Request: Councilman Frank reported that he had talked to the Fire
Chief and they do want the blinking red light which would give them some protection as
the firemen are leaving the station. Our Acting Traffic Engineer has also agreed to
this request.
City Manager instructed to proceed with the installation of this light.
DEPARTMENTAL REPORTS: None
CITIZENS:
Mr. Tom Alexander appeared before the Council and submitted two applications for re-
zoning the following described property:
Lots one through twenty-four in Block 4; all of Lots one through
twenty-one in Block 3, and 1.94 acres of railroad frontage and
track siding in Block 3, Pearland Townsite, Pearland, Brazoria
County, Texas. APPLICATION NO. 5
Lots one through ten in Block 14 and 50 ft adjacent railroad
strip to Lots one through ten in Block 14'situated_ in the

It was moved by Councilman Griffin, seconded by Councilman Reid that a Public Hearing
be called before the Planning and Zoning Commission on September 18, 1973, at 7:30
P. M. for Applications NO. 5 and No. 6 in accordance with Section 00.10 of the Land
Use and Urban Development Ordinance. Motion passed 5 to 0.

UNFINISHED BUSINESS:
EMERGENCY REPAIRS TO MYKAWA ROAD:
City Manager Wolff advised the Council that the expenses on Mykawa Road have grown larger j
than the authorized expenditure for this project;�and he requested that an additional
$2,000.00 was needed. He suggested that a transfer of Revenue Sharing Funds originally
allocated for repairs to Hatfield Road to Mykawa. Hatfield Road could possibly be

taken care of during this yeat'Revenue Sharing allocation, - Entitlement -'Period beginning

July 1, 1973 and ending June 30, 1974. I

It was moved by Councilman Frank, seconded by Councilman Reid that the funds allocated
for Hatfield Road in the Revenue Sharing Entitlement Period beginning January 1, 1973

and ending June 30, 1973 be transferred to the Mykawa Road repair project. Motion passed 5 to

NEW BUSINESS:
REQUEST BY HOUSTON LIGHTING AND POWER COMPANY TO INCREASE RATES:
Mr. Otto Schroeder, District Representative of the H. L. & P. Company presented the
City Council with a letter dated August 15, 1973 regarding a request for a rate
increase on Rate Schedule RS -1 (Residential Service, and Rate Schedule MGS-1 (Miscellaneous
General Service).
It was moved by Councilman Farley, seconded by Councilman Reid that in accordance with
Section 9.08 of the City Charter, a Public Hearing be called on September 11, 1973
at 7:30 P. M. concerning this request by the H. L. & P. Company for a rate increase. I
Motion passed 5 to 0.
Mayor McComb to notify the Houston Lighting & Power Company of this Public Hearing
and request the Company to send to the Council supporting documents which would support
this requested increase<.several days prior to the Hearing.
CHAMBER OF COMMERCE REQUEST REGARDING CHRISTMAS DECORATIONS:
Mayor McComb advised the Council that the Chamber of Commerce has been collecting money
from firms and individuals to get some Christmas decor*tibas-.- to place downtown
The Chamber would like to obtain permission from the City Council to place the decorations
on public property as well as ask the City to store the decorations when not in use.

City Attorney Bobby Williams to check our policy to see whether or not we have adequate
coverage in the event the lights would fall to street causing injury or damage.
This item to be placed on the next Agenda. The storage question will need to be discussed
with Mrs. Rye, representative of the Chamber of Commerce, before the next meeting.
CONTRACT WITH AD VALOREM RECORDS, INC. COVERING CURRENT TAX ROLL:
It was moved by Councilman Griffin, seconded by Councilman Frank that the City Council
approve the contract with Ad Valorem Records, Inc. for preparation of the current
tax stateWt Eract entitled Ad Valorem Tax Billing Service). Motion passed 5 to 0.
CONTRACT WITH AD VALOREM RECORDS, INC. COVERING TAX ACCOUNTING SERVICE:
It was moved by Councilman Griffin, seconded by Councilman Frank that the City Council
approve the contract with Ad Valorem Records, Inc. for Tax Accounting Service. Motion
passed 5 to 0.
ACCEPTANCE OF TAX ASSESSOR AND COLLECTORS CERTIFICATION OF 1973 TAX ROLL:
It was moved by Councilman Farley, seconded by Councilman Frank that the City Council
accept the Tax Assessor -Collector's certification of the 1973 Tax Roll as follows:

Mayor McComb read two letters dated August 20, 1973. One expressing thanks to the
Tax Assessor -Collector and City Secretary for their cooperation during the Hearings,
and the other sanctioning the revalution program underway for the 1974 tax year.
The Mayor also read the certification by the Board of the 1973 tax roll and order for
adjournment by the Board.
