CITY COUNCIL AND PLANNING AND ZONING COMMISSION
JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
AUGUST 24, 2026
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, August 24, 2026, at the Pearland City Hall Council Chambers, 3519 Liberty
Drive, Pearland, Texas. The following represents the actions taken by City Council and Planning
and Zoning Commission in the order they occurred during the meeting. All motions are made by
Council and Planning and Zoning in consecutive order, as determined by the Mayor.
I.CALL TO ORDER
Mayor Quentin Wiltz called the meeting to order at 5:02 p.m.
II.ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL

All members were present.
III.ROLL CALL AND CERTIFICATION OF QUORUM - PLANNING AND ZONING
COMMISSION

All Commissioners were present except Chair Derrell Isenberg and Commissioner
Trey Haskins.
IV.CITIZEN COMMENTS
Travis Bolt addressed Council stating his concerns on Council's anti-democratic
attempt to limit the mayor’s influence on agenda items, and that such actions
undermine voters’ rights.

V.NEW BUSINESS
1.Input and Discussion: A request by Alan Mueller applicant, on behalf of
TFM 529 Ventures, LLC, owner, for a Planned Development Workshop as
required by the Unified Development Code, regarding a proposed
development consisting of up to 315 multiple-family units and General
Business (GB) Development with stipulations on approximately 13.303
acres of land, to wit:
Legal Description: A 13.303-acre tract of land situated in the H.T. & B.R.R.
Company Survey, Abstract No. 242, Brazoria County, Texas.
General Location: South of Broadway Street, East of Oak Road, Pearland,
Texas.
Presentation was provided by Katya Copeland, Assistant Director of Planning.
Presentation was provided by Alan Mueller and Nick Motamedi, applicant.
David Minton with Alliance Residential Company was present for questions
from Council and Planning and Zoning Commission.
VI.ADJOURNMENT
Mayor Wiltz adjourned the meeting at 6:00 p.m.
