MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE'CITY OF PEARLAND, TEXAS, HELD
ON JANUARY 5, 1973, AT 7:15 P. M. IN THE CITY HALL, 233-5-N. TEXAS AVENUE, PEARLAND, TEXAS.
The Hearing was called to order by Mayor McComb with the following present:
Mayor Carlton McComb
Councilman Cecil W. Griffin
Councilman E. A. Wasek
Councilman Gene E. Sanders
City Manager William E. Wolff
City Secretary Dorothy L. Cook
ABSENT:
Councilman B. J. Frank
City Attorney Bobby J. Williams
INVOCATION & PLEDGE OF ALLEGIANCE:
The invocation was given by the Rev. Jerry Laird, Minister of the Bethany Assembly of
God Church, Pearland, Texas. Mr. William Keele of the V. F. W. Post 7109 led the
Pledge of Allegiance.
SUBJECT OF PUBLIC HEARING:
Proposed Land Use and Urban Development Ordinance
COMMENTS FROM MAYOR AND CITY COUNCILMEN:
Mayor McComb outlined the various stages of the Comprehensive Plan, of which this Ordinance
proposed is a part since 1966 to the present time. Councilman Griffin called attention
to the provisions of the Home Rule Charter which call for adoption of a zoning plan
and the appointment of a Planning & Zoning Commission. Councilman Sanders stated that
he was in favor of zoning but he personally felt that zoning should go to a vote by
the people, but he understood that this avenue was not open since the Charter was adopted,
Councilman Wasek stated that a lot of work over the years had- gone into the drafting
of this proposed ordinance and he felt Pearland should have a zoning ordinance for orderly
growth.
PERSONS WISHING TO SPEAK AGAINST THE PROPOSED LAND USE ORDINANCE:
Frances Jamison,- Mrs. Jamison stated that she felt this should be brought to a vote by
the people.
Bert Jamison, Mr. Jamison stated that he felt that no government should have the power
to tell the landowners what they could do with their land.
Lee Plyler, Mr. Plyler stated that he felt that the proposed Land Use and Urban
Development Ordinance should be put to a vote by the people.
Mrs. Jake Jamison, Mrs. Jamison stated that she was opposed to the proposed ordinance.
Luther Cunningham, representing John Massey stated that he would not say_at this time
whether he was for zoning or against zoning, however, he was opposed to zoning as indicated
by the Land Use Development Map. Mr. Cunningham advised that he had appeared before

the Planning & Zoning Commission and was advised to come before the Council and explain
his problem. Mayor McComb advised Mr. Cunningham that several workshops would be
held on this proposed ordinance. (G. B. limits extended to Drainage District boundaries).
S. D. Ivy , Mr. Ivy stated that he did not understand the classification of P. U.
on the North side of Shank Road and M-1 on the South side. Mayor McComb advised Mr.
Ivy to check with Mr. Wolff and go over the problem with him. Also, he invited
Mr. Ivy to attend the first workshop between the City Council and City Planning
Commission on the proposed ordinance.
PERSONS WISHING TO SPEAK FOR THE PROPOSED LAND USE AND URBAN DEVELOPMENT ORDINANCE:
Mrs. Sandra Price, representing the League of Women Voters read a prepared statement
wherein the League stated that they had not yet collectively reached a consensus
on whether to support or rejects the Land Use Ordinance. This statement outlined several
questions to be evalu ated and considered in this ordinance or future ordinances.
Mr. Morris S. Wilson, Mr. Wilson spoke in support of the Ordinance.
Mr. Pert Purtle, Mr. Purtle presented a petition from residents of Sherwood Subdivision
in support of the proposed Ordinance. The petition contained 73 names.
Mrs. Helen Beckman, Mrs. Beckman wished to go on record as supporting the proposed
Ordinance.
Mr. William Keele, Mr. Keele presented a petition from residents of Regency Park
Subdivision in support of the proposed Ordinance. The petition contained 97 names.
R. H. Johnson, representing the Sleepy Hollow Civic Club spoke in support of the Land
Use and Urban Development Ordinance.
Mayor McComb stated that he had received the following petitions in support of the
Land Use and Urban Development Ordinance:
Westminister Subdivision
Clear Creek Estates and
Twin Creek Woods
Corrigan Addition
ADJOURN:
28 names signed to petition
55 names signed to petition
21 names signed to petition
All present having been given the opportunity to speak, the Mayor adjourned the meeting
at 8:05 P. M.
