recommended approval with the following 3 conditions:

• Central vacuum system required if multiple vacuums are utilized to reduce noise
• Carwash building and dumpster enclosure shall utilize integrally colored light beige CMU to
match the primary structure
The applicant Chuck Brown, with Enterprise Mobility, gave a brief presentation. He provided an
overview of the company and stated they wanted this new location because of the 518 widening
project. He said the widening was taking 30%of their site and so a new location was imperative.
He also detailed their extensive conversation with the adjacent neighborhood of Afton Lakes. He
provided a list of items that the Afton Lakes Property Owner's Association asked of them in return
for their support. He stated Enterprise had addressed all items of concern from the POA, and now
had the POA's support.
There were no speakers present for or against the proposal.
The Board discussion focused on their appreciation of Enterprise for their design and willingness to
engage with their neighbors in order to gain support for their project.
Commissioner Haskins amended his motion to approve the 3 conditions and Commissioner
Henrichs seconded the motion. Motion passed unanimously 6-0.
Chair Ordeneaux read into the record the item on Consideration and Possible Action-ZON2026-
0303. Commissioner Haskins made a motion to approve and Commissioner Knight seconded the

Consideration and Possible Action-Zone Change Application:ZON2026-0303
Public Hearing:A request by Preston Cunningham, applicant, on behalf of VaReaken LLC, owner,
for approval of a zone change of approximately 10.49 acres of land from the Suburban Residential-
15 (SR-15) District to the General Business (GB) District,to wit:
Legal Description: Lot 3, Block 1 of the Sea Bass Addition, a subdivision of 10.49 acres in Brazoria
County,Texas, according to the map or plat thereof recorded under County Clerks File No.
2019014894 of the Plat Records of Brazoria County,Texas.
General Location: 7409 Bailey Road, Pearland,Texas.
Planner I Will Genitempo presented the staff report with exhibits. He stated that Staff was
recommending denial since the proposal only met 2 of the 4 approval criteria for a zone change and
conflicted with the residential place type in the Future Land Use Plan.
Preston Cunningham was available as a representative of the owner and gave a brief presentation.
He stated they are wanting to build an amenitized business park for small business owners. The
goal would be for the business owners to buy or lease a multi-tenant building at an affordable price.
The property owner Doug McCreaken also spoke. He said the SR-15 zoning designation did not
make a lot of sense, as no one would want to live directly behind a Dollar General.
There were no speakers present to speak for or against this request.
The Board discussion focused on their general approval of this type of development here, but also
concerns about what could come in by right if the zoning was changed to General Business. The
Board discussed other zoning designations that might permit this type of development, and
requested that the UDC rewrite include zoning districts in which a small office/warehouse(such as
for plumbing, HVAC and other trades)would be permitted.
Chair Ordeneaux called for the vote.
Approved: D. Knight
Opposed: T. Haskins, H. Fuertes,J. Ordeneaux, D. Isenberg,J. Henrichs
Motion failed 1-5.
