PROJECT SCOPE OF WORK
Existing Facility
DR2601 - Isla Drive, North Galveston Avenue, Cheryl Drive
The study area includes three neighborhood streets (Isla Drive, North Galveston
Avenue, and Cheryl Drive), which are located between Orange Street and Town Ditch in
the City of Pearland. The drainage infrastructure for each street drains north from East
Orange Street and outfalls into Town Ditch. The project area is composed of residential
development and small businesses. The storm sewer system is poorly functioning, with
limited capacity, likely due to the age of the original design.

DR2602 - East Plum Street (Old Alvin Road to Schlieder Drive)
The study area is located between SH 35 and Clear Creek within the City of Pearland.
East Plum Street extends approximately 2,000 feet within the project area with a
roadside ditch of the same length to the south and a storm sewer system to the north.
The drainage infrastructure runs west to east from Old Alvin Road to an outfall pipe
under Schlieder Drive. The system ultimately outfalls to Bus Barn Ditch. The project
area is composed of residential development and small businesses. The study area is
located outside of the 100-year and 500-year floodplain. The existing storm sewer
system functions poorly, likely due to an outdated design. COP records indicate several
complaints from residents of Linwood Oaks, Yupon Circle, and Briar Circle.

Proposed Facility
East Plum Street (Old Alvin Road to Schlieder Drive)
Based on the developed Preliminary Engineering Reports (PER) from Halff Associates,
Inc. dated October 2022, a 2.5-ft deep trapezoidal channel with a 2-ft bottom width and
4:1 side slopes will provide sufficient capacity to carry the 2-year Atlas 14 storm event
for the southern roadside ditch. During analysis phase, a storm sewer system on the
south side will be investigated. A storm sewer system with sizes ranging from 36-inch
to 42-inch RCP is recommended to replace the existing storm sewer pipe system that
ranges in pipe size from 18-inch to 36-inch and will provide sufficient capacity to carry
the 2-year Atlas 14 storm event. No additional acquisition of Right-of-Way (ROW) is
anticipated although design criteria variances should be investigated where necessary.
Potential adverse impacts due to the proposed improvements to the receiving channel
(Bus Barn Ditch) were also evaluated with a mitigation volume of 1.3 ac-ft was
estimated to mitigate flow increases due to the improved drainage system. The roadway
will be milled and overlay with some full depth repairs as identified during design phase.
Isla Drive, North Galveston Avenue, Cheryl Drive
A storm sewer system with sizes ranging from 36-inch to 42-inch RCP is recommended
to replace the existing storm sewer pipe system that ranges in pipe size from 18-inch to
36-inch and will provide sufficient capacity to carry the 2-year Atlas 14 storm event. No
additional acquisition of Right-of-Way (ROW) is anticipated although design criteria
variances should be investigated where necessary. Potential adverse impacts due to
the proposed improvements to the receiving channel (Town Ditch) were also evaluated.
All three streets will have full replacement of curb and gutter section including driveways
