1996-03-25 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESMINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 25, 1996, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS The hearing was called to order with the following present: Mayor Tom Reid Mayor Pro Tem/Councilmember Richard Tetens Councilmember Jerry Richardson Councilmember Helen Beckman Councilmember Kevin Cole P & Z Vice Chairman Emil Beltz Commissioner Jeffery O'Brien Commissioner Rob Larsen Commissioner Randy Patro City Attorney Amy McCullough Asst. City Secretary Wendy Standorf Others in attendance: Assistant City Manager Glen Erwin and City Engineer John Hargrove. Absent from hearing: Councilmember Randy Weber, City Manager Paul Grohman, City Secretary Yolanda Benitez, and Assistant City Manager Richard Burdine. Mayor Reid announced that Application No. 61 had been recessed from the last Joint Public Hearing held on February 26, 1996, to this date. PURPOSE OF THE HEARING: Application No. 61 REQUEST OF RONALD STEVE SMITH, OWNER, FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF SAID CITY FROM CLASSIFICATION SINGLE FAMILY DWELLING DISTRICT (R-2) TO SUBURBAN DEVELOPMENT RESIDENTIAL DISTRICT (SDR) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT: APPROXIMATELY 2.79 ACRES OUT OF RESERVE A IN TWIN WOOD SUBDIVISION (1255 OLD ALVIN ROAD). STAFF REVIEW: Assistant City Manager Glen Erwin reviewed the proposed area. PERSONS WISHING TO SPEAK IN SUPPORT: 1. Ronald Smith - 10214 Kirkgreen, Houston, Tx. Mr. Smith spoke on behalf of the proposed change. He stated that he purchased the land in December, 1995, with the intent of building a home on the property. Mr. Smith noted that the 2.79 acres adjacent to the area where the home will be built is to be used for cattle and horses which his son will raise as part of a 4-H project. PERSONS WISHING TO SPEAK AGAINST: None. QUESTION AND ANSWER PERIOD Councilmember Cole inquired about the location of Mr. Smith's home in relation to the proposed area (2.79 acres). Mr. Smith noted that he had designed his home as a "buffer" between the area where the animals will be kept and the adjacent homes which are being built in that area. Councilmember Tetens asked Mr. Smith if he was aware of the animal restrictions in that area and Mr. Smith responded that he had received information from the Animal Control Department. Councilmember Richardson inquired as to the kinds of animals that will be kept on the property. Mr. Smith stated that there will be a cow and a horse. ADJOURNMENT The public hearing on Application No. 61 adjourned at 7:10 P. M. PURPOSE OF THE HEARING: Application No. 62 REQUEST OF TRAN K. HOA, OWNER, FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF SAID CITY FROM CLASSIFICATION SUBURBAN DEVELOPMENT DISTRICT (SD) TO COMMERCIAL DISTRICT (C) ON THE FOLLOWING DESCRIBED PROPERTY, TO WIT: LOT 1, TRACT 1 & 2, THE EAST HALF OF NORTHWEST QUARTER OF SECTION 15, H.T. & B.R.R. CO. SURVEY, ABSTRACT 241, BRAZORIA COUNTY, TEXAS (6706 BROADWAY). STAFF REVIEW: Assistant City Manager Glen Erwin reviewed the property in question which is located in the newly annexed area. PERSONS WISHING TO SPEAK IN SUPPORT: 1. Tran K. Hoa - 6706 Broadway. Mr. Hoa spoke on behalf of his proposed request. He noted that this is an existing business and requested permission to continue his business at this location. PERSONS WISHING TO SPEAK AGAINST: None. QUESTION AND ANSWER PERIOD None.
