1972-05-08 CITY COUNCIL REGULAR MEETING MINUTES59 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND HELD ON MAY 8, 1972, AT 7:35 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS. The meeting was called to order by Mayor Keller with the following present: Mayor D. R. Keller Councilman Cecil W. Griffin Councilman E. A. Wasek Councilman Carlton McComb 'i Councilman James 0. DeShazer Councilman Benny J. Frank City Manager William E. Wolff City Attorney Bobby J. Williams City Secretary Dorothy L. Cook INVOCATION AND PLEDGE OF ALLEGIANCE: The invocation was given by Dr. Forrest Hawkins, Council Chaplain. The Pledge of Allegiance was led by City Attorney Bobby J. Williams. APPROVAL OF MINUTES: It was moved by Councilman McComb, seconded by Councilman Frank that the minutes of the regular meeting held on April 24, 1972 be approved with the following correction "It was moved by Councilman DeShazer, seconded by Councilman Frank that the following checks be approved for payment with the exception of Check No. 5561 - Water & Sewer Expenditures." Motion passed 5 to 0. APPROVAL OF EXPENSES: It was moved by Councilman Griffin, seconded by Councilman Wasek that the following checks be approved for payment: General Fund Payroll Nos. 6046 through 6090 Water:& Sewer Payroll 6091 through 6102 General Fund Expenditures 4172 through 4220 Water & Sewer Expenditures 5574 through 5593 Water Construction 240 Sewer Construction 201 Motion passed 5 to 0. MAYOR'S ACTIVITY REPORT: t-- Mayor Keller called a Special Meeting for May 15, 1972 at 7:30 P. M. for the purpose of canvassing the votes of the City Officers' Run Off Election to be held on May 13,- 1972 and installation of the newly elected officials. COUNCIL ACTIVITY REPORTS: None DEPARTMENTAL REPORTS: V0 City Manager: Liquid Chlorine: City Manager Wolff requested permission to advertise for bids for liquid chlorine, a one year supply, for the City of Pearland. It was moved by Councilman McComb, seconded by Councilman DeShazer that the City Manager be authorized to advertise for liquid chlorine bids, a one year supply, for the City of Pearland. Motion passed 5 to 0. CITIZENS: Representatives - Pearland Garden Club: Mrs. Kelly-,Davilsand Mrs. Don Gartman appeared before the City Council with reference to a special project for the Pearland Garden Club. It was moved by Councilman McComb, seconded by Councilman Frank that Mrs. Kelly Davis and Mrs. Don Gartman be heard by the Council. Motion passed 5 to 0. The Pearland Garden Club presented the following proposition to the City: PROPOSED CIVIC PROJECT FOR THE PEARLAND GARDEN CLUB The Pearland Garden Club requests that the City of Pearland City Council consider this proposal for the relocation of the Santa Fe Railroad Station House on Highway 518. (1) Give or sell (at $1.00) the station house to the Garden Club, which would convert this landmark into a Garden and Civic center for the use of the residents of our community. Primary usage would be limited to organized clubs, i.e., civic clubs, sororities, and any other adult group. (2) Re -location of the station cannot be determined at this time. Should the City Council rule in favor of our club, we will be eligible to apply for a grant. We would consider moving the station house to City property or a designated park site, if the City would permit this usage. In return assume full responsibility for the maintenance, landscaping, insurance, utilities, and the supervision of its operation. (3) The Garden Club proposes to restore and refurbish this building to its original period design and make it a historical landmark for the enjoyment of our community. (4) Should the City of Pearland approve this request, we will present within 60 days a statement to include the charter and by-laws of this organization, the officers and a time -schedule for this civic project. It was moved by Councilman Frank, seconded by Councilman McComb that the City relinquish option to the Pearland Garden Club only to buy the depot building from the. Santa Fe Railway Company. This option subject to receipt by the City Council within 60 days a timetable and plans for this project from the Pearland Garden Club. Motion passed 5 to 0. It was moved by Councilman McComb, seconded by Councilman DeShazer that Ordinance No. 233, Revised Plumbing Ordinance be passed and approved on first reading.
