CITY COUNCIL AND PLANNING AND ZONING COMMISSION
JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
JUNE 8, 2026
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, June 8, 2026 at the Pearland City Hall Council Chambers, 3519 Liberty
Drive, Pearland, Texas. The following represents the actions taken by City Council and Planning
and Zoning Commission in the order they occurred during the meeting. All motions are made by
Council and Planning and Zoning in consecutive order, as determined by the Mayor.
I.CALL TO ORDER
Mayor Quentin Wiltz called the meeting to order at 3:30 p.m.
II.ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL

All Commissioners were present except Vice Chairperson Jenifer Ordeneaux.

There were no citizen comments.
V.NEW BUSINESS

1.Discussion: Regarding the Unified Development Code (UDC) Update.
Presentation was provided by Katya Copeland, Assistant Director of Planning.
Raj Shrestha, City Engineer, was available to answer questions.
2.A request by Kevin Stuckey, Barkley Developers, applicant, on behalf of
Charles Viktorin, owner for a Planned Development Workshop as required
by the Unified Development Code, regarding a proposed development
consisting of 190 townhome units on approximately 20.006 acres of land,
to wit:
Legal Description: Tract 1: A 5.000-acre tract of land in the H.T. & B.R.R.
Co. Survey, Section 21, Abstract No. 309 in Brazoria County, Texas. Tract
2: A 5.006-acre tract of land in the H.T. & B.R.R. Co. Survey, Section 21,
Abstract No. 309 in Brazoria County, Texas. Tract 3: A 10.000-acre tract of
land in the H.T. & B.R.R. Co. Survey, Section 21, Abstract No. 309 in
Brazoria County, Texas.
General Location: 2905 & 2941 Smith Road (CR 666) and Ower Lane,
Pearland, Texas.
Presentation was provided by Katya Copeland, Assistant Director of Planning.
Charles Viktorin, landowner, spoke in favor of the development and zone change
request.
Grace Malveaux with Barkley Development, gave a presentation and was
present for questions from Council and Planning and Zoning Commission.
Kevin Stuckey, applicant with Barkley Development, gave a presentation and
was present for questions from Council and Planning and Zoning Commission.
VI.ADJOURNMENT
Mayor Wiltz adjourned the meeting at 6:13 p.m.
The Minutes were approved on this the 13th day of July 2026.
