A Resolution of the City Council of the City of Pearland, Texas, awarding: (1) a
three-year contract with two one-year renewals to Inspira for the
administration of Health Savings Account benefits; (2) a three-year contract
with two one-year renewals to Inspira for the administration of Flexible
Spending Account benefits; and (3) a three-year contract with two one-year
renewals to Aetna for an Employee Assistance Program; and authorizing the
City Manager to execute all necessary documents.
WHEREAS, the City of Pearland (“City”) provides employee benefits to promote the health,
welfare, and financial stability of its workforce; and
WHEREAS, the City issued a solicitation seeking proposals from qualified providers for the
administration of Health Savings Account (“HSA”) benefits, for the administration of Flexible
Spending Account (“FSA”) benefits, and an Employee Assistance Program (“EAP”), and
WHEREAS, the City received and evaluated proposals in accordance with applicable laws,
policies, and selection criteria; and
WHEREAS, based on the evaluation, Inspira has been determined to offer the best overall
value to the City for the administration of HSA benefits; and
WHEREAS, based on the evaluation, Inspira has been determined to offer the best overall
value to the City for the administration of FSA benefits; and
WHEREAS, based on the evaluation, Aetna has been determined to offer the best overall
value to the City for the EAP; and
WHEREAS, the City Council finds it in the best interest of the City and its employees to
award a three-year contract with two one-year renewals to Inspira for the administration of HSA
benefits, award a three-year contract with two one-year renewals to Inspira for administration of
FSA benefits, and award a three-year contract with two one-year renewals to Aetna for an EAP; and
authorize the City Manager to execute all necessary documents to said providers for such
administration services.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council hereby awards a contract Inspira for the administration
of HSA benefits, in accordance with the terms and pricing set forth in the proposal. The initial

contract term shall be three (3) years, with two (2) optional one-year renewals, subject to annual
budget appropriations and satisfactory performance.
Section 2. That the City Council hereby awards a contract Inspira for the administration
of FSA benefits, in accordance with the terms and pricing set forth in the proposal. The initial
contract term shall be three (3) years, with two (2) optional one-year renewals, subject to annual
budget appropriations and satisfactory performance.
Section 3. That the City Council hereby awards a contract Aetna for an EAP, in
accordance with the terms and pricing set forth in the proposal. The initial contract term shall be
three (3) years, with two (2) optional one-year renewals, subject to annual budget appropriations
and satisfactory performance.
Section 4. That the City Manager, or designee, is hereby authorized to negotiate,
execute, and deliver all necessary contracts, agreements, renewals, and related documents on
behalf of the City.
