A Resolution of the City Council of the City of Pearland, Texas, awarding a
two-year contract with three one-year renewals to Cigna for dental benefits for
employees and authorizing the City Manager to execute all necessary
documents.
WHEREAS, the City of Pearland (“City”) provides a comprehensive package of employee
benefits to support the health and well-being of its workforce; and
WHEREAS, the City issued a solicitation seeking proposals from qualified carriers to provide
dental benefits for eligible City employees; and
WHEREAS, proposals were received and evaluated in accordance with applicable laws,
procurement requirements, and evaluation criteria; and
WHEREAS, based on the evaluation, Cigna has been determined to offer the best overall
value and coverage for the City’s dental benefits; and
WHEREAS, the City Council finds it in the best interest of the City and its employees to
award a contract to Cigna for dental benefits.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. The City Council hereby awards a contract to Cigna to provide dental benefits
for City employees in accordance with the terms and pricing set forth in the proposal. The initial
contract term shall be two (2) years, with three (3) optional one-year renewals, subject to annual
budget appropriations and satisfactory performance.
Section 2. The City Manager, or designee, is authorized to negotiate, execute, and
deliver all necessary contracts, agreements, associated documents, and renewals on behalf of the
City.
PASSED, APPROVED and ADOPTED this on the 13th day of July, A.D., 2026.
