A Resolution of the City Council of the City of Pearland, awarding a one (1)
year contract with four (4) one-year renewals to Cigna for: (1) health plan
administration services, (2) prescription benefit management services, (3)
stop-loss coverage, and (4) administration of the KelseyCare ACO and HSA
plans; and authorizing the City Manager to execute all necessary documents.
WHEREAS, the City of Pearland (“City”) seeks to provide comprehensive and cost-effective
health benefits to eligible City employees and their dependents; and
WHEREAS, the City issued a solicitation requesting proposals from qualified providers for
health plan administration services, prescription benefits management services, stop-loss insurance
coverage, and the administration of the KelseyCare ACO and Health Savings Account (HSA) plans;
and
WHEREAS, proposals were received and evaluated in accordance with applicable
procurement laws, evaluation criteria, and best-value considerations; and
WHEREAS, based on the evaluation, Cigna has been determined to provide the best overall
value and services for the City’s health benefits program; and
WHEREAS, the City Council finds it in the best interest of the City and its employees to
award a contract to Cigna for the services described herein.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. The City Council hereby awards a contract to Cigna to provide health plan
administration services in accordance with the terms and pricing set forth in the proposal. The initial
contract term shall be one (1) year, with up to four (4) optional one-year renewal periods, subject to
annual budget appropriations and satisfactory performance.
Section 2. The City Council hereby awards a contract to Cigna to provide prescription
benefits management services in accordance with the terms and pricing set forth in the proposal.
The initial contract term shall be one (1) year, with up to four (4) optional one -year renewal periods,
subject to annual budget appropriations and satisfactory performance.
Section 3. The City Council hereby awards a contract to Cigna to provide stop-loss
insurance coverage in accordance with the terms and pricing set forth in the proposal. The initial

contract term shall be one (1) year, with up to four (4) optional one-year renewal periods, subject to
annual budget appropriations and satisfactory performance.
Section 4. The City Council hereby awards a contract to Cigna to provide administration
of the KelseyCare ACO and HSA plans in accordance with the terms and pricing set forth in the
proposal. The initial contract term shall be one (1) year, with up to four (4) optional one-year
renewal periods, subject to annual budget appropriations and satisfactory performance.
Section 5. The City Manager, or designee, is authorized to negotiate, execute, and
deliver all necessary contracts, agreements, associated documents, and renewals on behalf of the
City.
