A Resolution of the City Council of the City of Pearland, Texas, amending a
professional services agreement with Lockwood, Andrews & Newnam, Inc,
associated with TR0601 - Mykawa Road Widening (FM518 to BW8), in the
additional estimated amount of $688,097.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain amendment to a contract for professional services, a copy of
which is attached hereto as Exhibit “A” and made a part hereof for all purposes, is hereby
authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest a contract for professional services.
PASSED, APPROVED and ADOPTED this the 13th day of July, A.D., 2026.

the Mykawa Road project. The following is the executive summary of the scope amendment:
1. Right of Way Acquisition Services.
2. Update PS&E documentation from 2014 version per original scope to 2024 version per
TxDOT request.
3. SUE QLD/QLC to map utilities installed since original SUE investigation including new
utilities.
4. SUE QLA test holes.
5. Design storm sewer system per Atlas 14 criteria. Amendment 4 excluded plan updates.
6. Extended project management due to prolonged project schedule since Amendment 4
and Environmental reevaluation.
7. Boundary survey for drainage easement and additional drainage improvement.
8. Geotechnical testing and analysis for detention ponds.

Dear Mr. Wingate:
Lockwood, Andrews & Newnam, Inc. (LAN) respectfully submits this request for a supplemental
work authorization in the amount of $243,000.00 for Right of Way Acquisition Services related
to the Mykawa Road Project. These supplemental services address tasks that were not included
in the original authorization and are required to maintain compliance with TxDOT standards and
City requirements as the project scope and schedule have evolved. These tasks are critical to
ensuring accurate valuations, compliance with project requirements, and successful property
acquisition and disposition. Additional Right of Way Project Administration services will be on
time and material basis not to exceed $48,000 (12 months @ $4,000/ month from date of notice
to proceed).

Assumptions:
1. Assume no change to HCFCD Clear Creek alignment or width
1. Update Specifications from TxDOT 2014 Specification to 2024 Version
FC 163 MISCELLANEOUS
The 60% plan was prepared based on 2014 version per original contract. TxDOT
instructed to use TxDOT 2024 Specifications at 90% submittal. The Engineer shall
prepare standard specifications, special specifications, special provisions, and
General Notes per TxDOT 2024 specifications. Upon TxDOT and the City’s
approval, the Engineer shall incorporate the City of Pearland’s specialty bid items
into the PS&E bid package.
2. Quality Level D and Quality Level C SUE to Map Utilities Installed Since the
Original SUE investigation
FC 135 UTILITY ACTIVITIES
The scope of work includes updating the existing SUE file with QLD linework for
utilities installed since the original SUE file was completed in 2018. This scope
includes the following tasks
A. Records research to identify utility updates from 2018. This includes 811
design calls and coordinating with utility owners to receive updated plans, as-
builts and record files.
B. Determine what infrastructure is already mapped in the SUE file and what
has been installed after 2018.

C. Update and maintain SUE CADD file
The scope of work excluded QLB and QLA at City of Pearland’s request.
3. Quality Level A SUE
FC 135 UTILITY ACTIVITIES
The scope of work includes performing QLA test holes to determine the precise
location of several critical utilities that affect the design and safety of this project.
This scope includes the following tasks
A. Perform QLA test holes by utilizing vacuum excavation to safely expose
utilities
B. Survey the horizontal and vertical position
C. Utilize traffic control measures as needed
D. Develop a signed/sealed test hole data sheet with coordinates, information,
project sketches and pictures for each test hole
4. Update Drainage PS&E Due to Atlas 14
FC 161 DRAINAGE DESIGN
The Engineer shall update the plans, specifications, and estimates as a result of drainage
memo in Amendment 4.
5. Extended Project Management
FC 164 PROJECT COORDINATION
The Engineer shall:
A. Update project schedule.
B. Update project budget.
C. Coordinate with TxDOT and USACE on Environmental reevaluation.
D. Coordinate with TxDOT on additional boundary survey.

RE: REVISION TWO (2026) Mykawa 2025 Update Surveys of ROW Map and Parcel Surveys, New
Acquisition Parcels for Detention Ponds, and Additional ROW parcels for Pedestrian Bridges
Robin,
I am pleased to provide this proposal for additional surveying services for the Mykawa Rd project. The
fees and services outlined herein are based on our meeting in the LAN office and on emails I have received
from you, Shenelle Graves and Drew Gartman. The following is a list of services and fees we will provide:
1.) Provide TSPS Cat 1A, Condition ll survey for additional proposed detention pond at the
southwest corner of Hickory Slough at Mykawa Rd (5 acres +/-) which will include metes and
bounds description. (Shown in Exhibit A). (Note: Boundary survey of the pedestrian bridge
previously authorized.)
FEE: TOTAL $6,250.00
2.) Two additional easement areas show in green dashed lines along Mykawa and south of the
proposed Clear Creek detention pond. We will prepare exhibit maps and metes and bounds
descriptions for each easement. (Shown in Exhibit C).
FEE: $4,050.00 each TOTAL $8,100.00
DELIVERABLES: We will provide updated ROW maps and metes and bounds descriptions and new parcel
acquisition surveys in the same TxDOT compatible format using Microstation software.
SCHEDULE: Upon written Notice to Proceed, work will commence within five (5) business days. The work
can be scheduled in phases beginning with the highest priorities in the Task list above. It is anticipated
that final deliverables can be completed within 45 business days. I will serve as Project Manager and will
schedule weekly updates regarding our progress.
ASSUMPTIONS:
1.) No provision is made herein for inclement weather or other forces majeure which could affect
schedule and cost.
2.) LAN to provide updated title commitments for all parcel acquisition tracts.
3.) MBCO will provide Right of Entry (ROE) for all properties to be surveyed. However, no provision
is made for delays in schedule or cost due to non-responsive property owners.
INVOICING: All fees listed herein will be billed LUMP SUM and we will invoice you monthly based on
percentage of completion for each of the Tasks listed herein. Prompt payment is expected according to
the terms of our Master Service Agreement with LAN.

HVJ Associates, Inc. is pleased to submit this revised proposal for providing a geotechnical
investigation for the above-captioned project. This proposal outlines our understanding of the scope
of the project and presents our approach and our fees for providing the investigation.
Project Description
The overall project includes bridge replacements along Mykawa Road over Hickory Slough and
Clear Creek in Pearland, Texas. It also involves the construction of five (5) detention ponds
proposed near the Mykawa Road and Hickory Slough/Clear Creek intersection on both sides of
Mykawa Road. Based on information provided by LAN, the bridge replacement at Hickory Slough
will also include construction of a cast-in-place (CIP) concrete retaining wall with a maximum height
of 7 feet. As requested by LAN, this proposal only covers the detention pond addressed to
the City of Pearland. A separate proposal will be submitted to LAN for any work outside the
detention pond scope.
Based on the plans and layouts provided by LAN, the approximate pond areas are summarized in
the table below. The maximum depth of each pond is not expected to exceed 10 feet.

Site clearance will be required to access boring locations at Ponds 2, 3, and 5 above.
Scope of Work
The scope of work includes providing geotechnical recommendations for the side slopes of the
proposed Miscellaneous Pond, HS Pond 1, HS Pond 2, CC Pond 1 and CC Pond 2 and the
associated culverts at the HS Pond 1 and CC Pond 1 locations. This also includes design and
construction recommendations for the proposed culvert retaining walls (precast or cast-in-place) at
Hickory Slough and Clear Creek.
Based on our discussions with LAN, the geotechnical investigation will be performed in general
accordance with the Texas Department of Transportation (TxDOT) Geotechnical Manual (July
2020) and the City of Pearland Engineering Design Criteria Manual (December 2018). Texas Cone
Penetration (TCP) testing will be conducted at 5-foot intervals for the detention pond borings.
The proposed drilling program as suggested by LAN and TxDOT is provided in the table below:

Samples will be collected continuously to the termination depth (20 feet) at each boring location.

details provided by LAN, is included in this proposal. Upon completion, detention pond borings
will be backfilled with soil cuttings.
The depth at which groundwater is first encountered during drilling, as well as the level measured
after 15 minutes, will be recorded for all borings. One 20-foot-deep piezometer will be installed at
three of the five detention ponds, as indicated in the table above, to monitor long-term groundwater
levels. Readings will be taken 24 hours and 30 days after installation. The piezometers will be
properly abandoned after the final measurements are recorded.
The borings will be used to determine site stratigraphy and to obtain samples for laboratory testing.
The laboratory-testing program is intended to provide confirmation of the field visual soil
classification and to establish properties of the subsurface materials required for design. All the field
and laboratory tests will be performed according to ASTM/TxDOT standards, where applicable, or
with other well-established procedures. Possible laboratory tests to be performed for this project
include: moisture contents (ASTM D2216); Atterberg limits (ASTM D4318); minus No. 200 sieve
analysis (ASTM D1140); unconfined compression (ASTM D2166), unconsolidated undrained
Triaxial (ASTM D2850), and Consolidated Undrained Triaxial (ASTM D 4767) tests with pore
pressure measurements. In addition, some samples will be tested for dispersive soils using Crumb
and double hydrometer tests. The actual type and number of tests to be performed will depend on
the soils encountered during the field investigation. All the field and laboratory tests will be
performed according to ASTM/TxDOT standards, where applicable, or with other established
procedures. Results of the field and laboratory data will be used to develop recommendations for
the proposed structures.
Report
A report of our study will be prepared by an engineer specializing in soil mechanics and foundation
engineering after reviewing available geologyl, boring, and laboratory data. In general, the following
items will be included in our report:
• Boring logs and test data,
• Groundwater conditions,
• Generalized subsurface conditions,
• Piezometer installation reports,
• Boring log profiles,
• Slope stability analysis of the proposed detention pond slopes: Slope stability analyses
will be performed for the End of Construction Case, Rapid Drawdown Case and Long
Term Case. Weathered strengths of soils will be considered and used in the slope
stability analysis for the rapid draw down and long-term cases,
• Design parameters for culvert/retaining wall locations,
• Dispersive potential of on-site soils,
• Erosion control recommendations and
• Structural fill requirements and general earthwork recommendations.

Schedule
An electronic copy of our draft report consisting of field and laboratory test results, analysis, and
conclusion of the work outlined above will be submitted in about 12 to 14 weeks from the receipt of
fully executed contract. If requested, verbal recommendations can be provided throughout the
progress of the investigation as testing is completed. After approval of our draft report, an electronic
copy of the final report will be submitted.
Fee
Based on the scope of work outlined, the estimated fee for our services is $54,992.00. A detailed
cost estimate for the proposed work is attached. Our accounting procedures call for the submittal of
invoices on a month-end basis or at the conclusion of project should its duration last less than a
month. Our credit terms are net 30 days.
Conditions
The scope of work described is appropriate for the project configuration presented to us. If
anomalous conditions are encountered, or if the project configuration changes significantly, a change
in scope of work may be required. HVJ Associates will recommend such changes when and if it is
deemed necessary. No changes will be implemented without prior authorization from LAN. The
following conditions have been assumed for the fee proposal.
• Our fees do not include efforts for permits and Right-of-Entry coordination. We understand
that this will be coordinated by LAN and/or the City of Pearland.
• Our fees do not include any allowance to perform hazard survey to locate the existing
utilities prior to drilling. HVJ uses the Texas One Call System to locate buried utilities.
• The fieldwork will be performed during normal business hours.
• Drilling will be terminated if soil contamination is encountered during field operations.
• LAN will provide the applicable drawings and cross sections for the detention ponds in a
timely manner.
• HVJ will take care to minimize damage to the existing site. However, our activities may
result in damage to vegetation or unidentified existing utilities. This proposal specifically
excludes any cost associated with restoration of vegetation or repair of such utilities damaged
by our operations.
• Our proposal does not include the costs of precise surveying of the horizontal and vertical
location of the borings. LAN will be responsible for providing survey information of the
horizontal and vertical locations upon completion of drilling.
• HVJ is not including any level of effort to produce CAD design details.
• No Bid & Award or Construction Phase Services are included in this estimate. A proposal
can be prepared at the time of Construction Phase Services related to Construction Materials
Engineering and Testing if requested.
• Laboratory samples will be held for no more than a period of 30 days following completion
of the final report or 120 days following completion of the draft report.
