HomeMy WebLinkAbout20260514 Parks Recreation and Beautification Board Meeting MinutesCITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES MAY 14, 2026 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on May 14, 2026, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Chairperson Waguespack called the meeting to order at 8:36 a.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present were Chairperson Waguespack, Vice Chairperson Pecknold, Member Gillum, Member Heflin and Member Hurd. City staff members present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; Shelby Lowe, Executive Assistant; and Brandon Jones, Aquatics Manager. III. CITIZEN COMMENTS No citizen comments. IV. REGULAR AGENDA 1. Consideration and Possible Action - Approval of the minutes of the Parks, Recreation, and Beautification Board meeting held on April 9, 2026 . Member Hurd motioned to approve the April meeting minutes as written, seconded by Vice Chairperson Pecknold. Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member Gillum, Member Heflin and Member Hurd. Nays: None. Motion passed. 2. Consideration and Possible Action - Excuse the absence of Member Gillum from the April 9, 2026 Parks, Recreation, and Beautification Board Meeting. Member Hurd motioned to approve the excused absence of Member Gillum, seconded by Vice Chairperson Pecknold. Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member Gillum, Member Heflin and Member Hurd. Nays: None. Motion passed. 3. Consideration and Possible Action - Excuse the absence of Member Heflin from the April 9, 2026 Parks, Recreation, and Beautification Board Meeting. Member Hurd motioned to approve the excused absence of Member Heflin, seconded by Vice Chairperson Pecknold. Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member Gillum, Member Heflin and Member Hurd. Nays: None. Motion passed. 4. Report from Parks, Recreation, and Beautification Board Members. Member Gillum reported two recent incidents on the trails: one health - related and one crime-related. Announced that Youth MTB Season has concluded, noting their team is the second largest in the Houston area, attributing this achievement to Pearland’s Trail System. Shared plans for a meeting with Harris County Precinct One Commissioner Rodney Ellis’s Office regarding trail expan sion near Tom Bass Park. Mentioned that the team will be marking trails this weekend. Member Hurd shared his enjoyment of local parks, specifically Southdown Park’s new features including the splashpad and shade structures. Attended the Old Pearland Farmers Market at Independence Park as a vendor. Inquired about the basketball court surface at Independence Park; staff indicated resurfacing would occur in Phase II, with relocation and replacement by an event space in Phase III. Mentioned his son’s camping trip in Galveston, where they received a trash/litter bag, and suggested incorporating a similar idea in Pearland Parks. Staff responded that Keep Pearland Beautiful is rolling out a similar product at John Hargrove Environmental Center. Member Heflin reported attending Spring Fest, the Grand Arts and Eats Festival, and the Nighttime Farmers Market Event at Independence Park the previous weekend. Noted frequent visits to the Sports Complex at Shadow Creek Ranch, stating that teams, players, and parents a re enjoying the new fields and pitching mounds. Vice Chairperson Pecknol d attended the Swearing In Ceremony for City Elected Officials on Monday and noted that the new Mayor was previously a Parks Board Member. Chairperson Waguespack attended Spring Fest and recently enjoyed the trail off Pearland Parkway near Hobby Lobby. Reported that one parking space near the trail is covered with poison ivy or poison oak. Participated in the Pearland Grand Arts and Eats Festival, mentioning positiv e feedback from Grand Boulevard neighbors. Also attended the Swearing In Ceremony for City Elected Officials and remarked on the event’s organization. 5. Report from Forever Parks Foundation Chairperson Waguespack presented the following updates regarding the Forever Parks Foundation: • The Board Secretary will be stepping down at the end of the position’s term, and the Board is actively seeking new members. • The Board is in the process of expanding its CRM software license to include fundraising module; updates are underway for the website, financials, and related information. • Mayor Cole’s Golf Tournament Fundraiser, held last month, raised nearly $50,000. • Ongoing financial planning continues. • Focus remains on the Independence Park Capital Campaign. 6. Presentation provided by staff regarding Aquatics Division. Aquatics Manager, Brandon Jones presented a presentation regarding Aquatics Division Programming. No further discussion. 7. Director's Report. Director Capers presented the following updates: • The City Council Meeting scheduled for June 8th will include the First Reading of the Second Budget Amendment. • Summer Camp programs are set to commence on June 1st. • The Concerts In The Park Series is currently ongoing. • The UniverCity of Pearland presentation for Connect Community will take place this evening. • The Pearland Grand Arts and Eats Festival was reported as a highly successful event. • The Spring Fling Event, planned for this past weekend, was cancelled due to inclement weather. • The Parks & Recreation Department is collaborating with the Community Development Department and Pearland Economic Development Corporation to transform Grand Boulevard into a festival street, as outlined in the Old Townsite Revitalization Plan. • The staff is continuing the chapter review process for the Parks Master Plan update. Assistant Director Carter presented the following updates: • RSA/PA Association Review Committee will be meeting next Wednesday to review and discuss applications. V.
