HomeMy WebLinkAbout20260611 Parks Recreation and Beautification Board Meeting MinutesCITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES JUNE 11, 2026 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on June 11, 2026, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Vice Chairperson Pecknold called the meeting to order at 8:30 a.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present were Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Heflin, Member Hurd, and Member Morales. City staff members present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; Shelby Lowe, Executive Assistant; Jennifer May, Assistant City Manager; Kelly Moody, Special Events & Development Manager; Lindsey Taylor, Special Event Coordinator; and Stasey Bickham, Special Event Coordinator. III. CITIZEN COMMENTS No citizen comments. IV. REGULAR AGENDA 1. Consideration and Possible Action - Approval of the minutes of the Parks, Recreation, and Beautification Board meeting held on May 14, 2026. Member Hurd motioned to approve the May meeting minutes as written, seconded by Member Gillum. Ayes: Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Heflin, Member Hurd, and Member Morales. Nays: None. Motion passed. 2. Consideration and Possible Action - Excuse the absence of Member Campo from the May 14, 2026 Parks, Recreation, and Beautification Board Meeting. Member Heflin motioned to approve the excused absence of Member Campo, seconded by Member Gillum. Ayes: Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Heflin, Member Hurd, and Member Morales. Nays: None. Motion passed. 3. Consideration and Possible Action - Excuse the absence of Member Morales from the May 14, 2026 Parks, Recreation, and Beautification Board Meeting. Member Hurd motioned to approve the excused absence of Member Morales, seconded by Member Heflin. Ayes: Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Heflin, Member Hurd, and Member Morales. Nays: None. Motion passed. 4. Report from Parks, Recreation, and Beautification Board Members. Member Gillum shared that he did meet with Harris County Commissioner for Precinct One, Rodney Ellis’s Office, regarding expanding trails west of El Franco Lee Park. He shared that they ha ve also been marking trails in Pearland on Pearland Parkway and will be working with the Parks Crews to clear the trails for hike and bike usage. Member Heflin shared that him and his family have been spending time at the Pearland Area Dad’s Club and that they had a record sign up for summer baseball, with about 350 players. They had a coaching shortage, so he was assigned to a team to coach. Member Hurd shared that he has been visiting Independence Park recently and has noticed an increase in kids on motorized bikes, especially in the parks. Member Morales shared that she had her child’s birthday party at Southdown Park recently. 5. Report from Forever Parks Foundation. Kelly Moody presented the following updates regarding the Forever Parks Foundation: • Independence Park Phase II fundraising campaign updates. 6. Presentation provided by staff regarding upcoming special events. Special Events Coordinator, Stasey Bickham presented information regarding the upcoming Juneteenth Freedom Celebration event scheduled for Saturday, June 20th, 2026. Special Events Coordinator, Lindsey Taylor presented information regarding the upcoming Celebration of Freedom event scheduled for Saturday, July 4th, 2026. No further discussion. 7. Presentation provided by staff regarding introduction of Assistant City Manager, Jennifer May. Director Capers presented and introduced Assistant City Manager, Jennifer May, to the Parks, Recreation, & Beautification Board Members. No further discussion. 8. Director's Report. Director Capers presented the following updates: • Update on Summer programming. • National Parks & Recreation Month will be celebrated by the department July 2026. • Hickory Slough Sports Complex Phase II will be going for competitive bid within the next month. • Parks and Athletics Divisions will be moving to the new Parks Maintenance Building located on Hillhouse Road within the next month. • Independence Park Phase II updates. • Parks & Recreation Master Plan update. V.
