HomeMy WebLinkAbout20260615 Planning and Zoning Commission Regular Meeting Minutes MINUTES OF THE REGULAR MEETING HELD IN PERSON BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND,TEXAS, MONDAY JUNE 15, 2026 AT 6:30PM IN COUNCIL CHAMBERS, CITY HALL,3519 LIBERTY DRIVE. CALL TO ORDER Since the P&Z Chairperson and Vice Chairperson were absent from this meeting,the P&Z Secretary, Stacey Haas, called the meeting to order at 6:31 pm. The Secretary called for nominations from the floor for a temporary chair. Commissioner Trey Haskins made a motion to appoint Commissioner Henry Fuertes as the Chair ProTem since the Chair and Vice Chair were absent. Commissioner Jennifer Henrichs seconded the motion. The motion passed 5-0. Acting Chairperson Henry Fuertes then opened the meeting at 6:32pm. In attendance were: P&Z Acting Chairperson Henry Fuertes P&Z Commissioner Darrell Knight P&Z Commissioner Trey Haskins P&Z Commissioner Jennifer Henrichs P&Z Commissioner Shad Comeaux Also present were Assistant Director of Planning Katya Copeland, Deputy City Attorney Katie Leininger, Planning Manager Katie Peterson and Planning Technician Stacey Haas. CONSENT AGENDA All items listed under the"Consent Agenda"are considered to be routine and require little or no deliberation by the Planning&Zoning Commission.These items will be enacted /approved by one motion unless a commissioner requests separate action on an item, in which event the item will be removed from the Consent Agenda and considered by separate action (ix. Matters removed from Consent Agenda).Approval of the Consent Agenda enacts the items of legislation. Consideration and Possible Action—Excused Absences- Excuse the absence of Commissioner Jenifer Ordeneaux and Commissioner Jennifer Henrichs from the June 1, 2026 P&Z Regular Meeting. Consideration and Possible Action—Approval of Minutes- Approve the P&Z Regular Meeting Minutes from June 1, 2026. Consideration and Possible Action- Correction of Scrivner's Error: CLU2025-0435-Cluster Development Plan Correction of a Scrivner's Error within the approved Cluster Plan creating approximately 81 single- family lots and eight(8) restricted reserves on 23.09 acres of land within the Single-Family Residential-1 (R-1) and Garden/O'Day Mixed Use(G/OMU)zoning districts. Legal Description: Being 23.0984 acres of land (1,006,167 square feet), situated in the H.T. &B. R.R. Co. Survey,Abstract No. 219, Brazoria County,Texas, and a portion of that certain called Lots 6, 7 and 8, of Allison-Richey Gulf Coast Home Company's Part of Suburban Gardens, Section 7, a subdivision according to the map or plat thereof recorded in Volume 725, Page 93, of the Brazoria County Deed Records, same being comprised of all of that certain called 0.8029 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2015028673, all of that certain called 1.00 acre tract of land, also called Tract B, conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 200900557 all of that certain called 1.00 acre tract of land, also called Tract C, conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2009005577, all of that certain called 0.997 acre tract of land, also called Tract E, conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2009005577 all of that certain called 1.00 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No 2015028670, all of that certain called 4.00 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2015028670, all of that certain called 2.9495 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No 2008044934, all of that certain called 1.00 acre tract of land conveyed to Tom Nguyen, by deed recorded under Brazoria County Clerk's File No. 2005010303, all of that certain called 2.7967 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2008036439, all of that certain called 0.9407 acre tract of land conveyed to Keith Byers, by deed recorded under Brazoria County Clerk's File No. 2008032247, a portion of that certain called 5.7045 acre tract of land conveyed to Keith M Byers, by deed recorded under Brazoria County Clerk's File No. 2008018494, and a portion of that certain called 5.7045 acre tract of land conveyed to Keith M Byers and Sherri M. General Location: Between O'Day Road and Garden Road, south of Brookside Road and north of McHard Road, Pearland,Texas Acting Chairperson Fuertes called for a motion to approve the Consent Agenda. Commissioner Haskins made a motion to approve and Commissioner Henrichs seconded the motion. Motion passed 5-0. NEW BUSINESS None. DISCUSSION ITEMS 1. Rules of Procedure Update and Discussion. This discussion was led byAssistant Director of Planning Katya Copeland. She asked forfeedback and general thoughts regarding possible updates to the procedure rules. She noted that the rules of procedure were last updated in 2011. The Commissioners gave their thoughts, specifically around start times of the meetings,the responsibilities of the chair, and clarifications of ministerial duties, recommendations and approvals. 2. City Council Update Report-Assistant Director of Planning Katya Copeland reported on actions taken at the City Council meeting on June 8,2026. The second reading of the Clear Creek LNR Planned Development was approved 7-0. Next, a Resolution for the Development Agreement with Ashton Oak Homes was approved 7-0 as well. The Conditional Use Permit for the Resale/Consignment shop within BP288 was approved with 2 conditions added. Those conditions were that cross access must be installed between adjoining properties, and a wet detention pond with a fountain must be constructed. The first reading to amend Chapter 11 (Food and Food Handlers) in the Code of Ordinances was approved 7-0. A first reading of an ordinance amending non-development usage and service fees was approved 7-0. There was also a discussion regarding Future Growth and a Development Workshop related to housing in Pearland. This was simply a discussion and no vote was taken. 3. The next Regular P&Z Meeting will be July 6, 2026. ADJOURNMENT Acting Chair Fuertes adjourned the Planning and Zoning Regular Meeting at 6:54pm.
