1972-03-09 CITY COUNCIL PUBLIC HEARING MEETING MINUTES29 MINUTES OF A PUBLIC HEARING HELD ON MARCH 9, 1972 BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS AT 7:40 P. M. The meeting was called to order by Mayor Keller with the following present: Mayor Councilman Councilman Councilman Councilman Councilman City Manager City Attorney City Secretary INVOCATION & PLEDGE OF ALLEGIANCE: The invocation was given by Mayor Keller. Cook The Pledge of Allegiance was led by City 1. The Atchison, Topeka and Santa Fe Railway Company's request to remove Agency from the City of Pearland. 2. Railroad Crossing at Knapp Road and Mykawa Road. j RECOGNITION OF RAILROAD OFFICIALS PRESENT: The following representative of the Railway Company were introduced to the audience. E. L. Jordan, Special Representative of Executive Department - Dallas M. W. Gibson, Trainmaster - Houston A. N. Wade, Assistant Superintendent of Railway Company - Houston B. W. Crocker, Depot Agent,; OTHERS PRESENT: R. J. Novosad, Don Gartmen, Gene E. Sanders, Boots Guillot, George Carter, Larry Loessin, E. L. Jordan, Ginger Wasek, John Moore and D. H. Stratton. QUESTIONS FROM THE COUNCIL: This item on Agenda moved to position outlined below. —`PERSONS WISHING TO SPEAK AGAINST THE SUBJECTS UNDER DISCUSSION: Mayor Keller requested comments from the audience if anyone wished to speak against the subjects under discussion. Mayor Keller advised that this _did-- not preclude a later comment under the Question and Answer period. Mr. Gene Sanders stated that he wished to hear the proposition of the Railway Company before making any comments - PERSONS WISHING TO SPEAK FOR THE SUBJECTS UNDER b:ISCJSSICN Mr. E L Jordan, Special Representative of Executive Department, Santa Fe -Railway Company Mr. Jordan advised that the Railway Company was not moving out of the City of Pearland and leaving the Pearland area "high and dry." What the Railway Company is attempting to do is move the facility 5 miles north where the Company has just completed a T. 0. F. C. facility. This is in the industrial area where 93% of business is obtained, against 7% here in Pearland. Mr. Jordan advised that he had been authorized by the Railway Company to offer the depot building to the City if Pearland wished to keep it. The building would be given to the City, however, the City would have to move it off the Railroad's property. UESTIONS FROM THE COUNCIL: Councilman McComb advised that in the Committee Meetings a more clear and concise explanation was given as to the reason why the Agency was being moved and the type of service the Pearland customers could expect when the Agency was moved. Councilman McComb requested the officials to discuss this matter. Mr. M. W. Gibson - Trainmaster abl]eMr. Gibson advised that the consolidation of the industrial area and Pearland would �'e Railway Company to afford to install equipment that will give them one of the finest car location systems in the world. This move will not change the servi-p for the City of Pearland customers in any way. The local rates will not be affected this move. A discussion,which included questions and answers, regarding switching limits, cooperation of the Railway Company with the City,and other subjects relating to the moving of the Agency, was held. DISCUSSION OF RAILROAD CROSSING AT KNAPP AND MYKAWA ROAD: A discussion was held with the Railway officials regarding the need for a signal at the grade crossing on Knapp near Mykawa road. Several persons from Brookside Village expressed their feelings on the need for this signal. Mr. Jordan stated that under S. B. 183, the Railway Companies only participate 10% of the cost of installing such signals. The 90% balance would have to be financed through State participation or local funds. This S. B. 183 was adopted by the Legislature in 1971. Mayor Keller read into the records a letter dated September 17;.1970 from E. E. Baker, Superintendent of the A. T. & S. F. regarding installation of flashing light signals at this crossing. Mr. Baker outlined in this letter that the cost would be approximately $11,369.00 and that the A. T. & S. F. -was not requesting the City to bear the entire cost but was hopeful that the City would be able to participate to some extent in the cost. The formation of a Committee from Brookside, Pearland and the Railway Company was discussed. ADJOURN: All persons present were given an opportunity to be heard and the meeting was adjourned.
