COMMITTEE REPORTS:
REPORT NO: 2 ON CONGRESSIONAL HEARINGS ON PHOSPHATES - CARLTON MC COMB:
Councilman"McComb's second report covered testimony presented at`the"Hearings on phosphates
covering the following areas: (1) Studies on bodies of water before action is taken.
(2) Effect of agricultural run-off into bodies of water. (3) Effect of septic tank
7 runz;off into bodies of water. (4) Effect of phosphates from detergents in sewage

Councilman McComb advised that the third and last portion of his report will be presented
after he receives the transcript of the entire hearing from Washington.
CITIZENS:
Mr. Harry E. Farley - President - Sleepy Hollow Civic Club:
Mr. Farley presented a petition to the City Council containing 85 names of residents of
Sleepy Hollow requesting the following:
"The City of Pearland with all haste and by any means available return _Yost
Road to,the same condition that existed previous to construction ofa sewer
line under the roadbed or more appropriately that the road be hard surfaced
.to meet the increased useage due to the additional residents it serves."

No action was taken by the Council on this petition other than receipt of same.

FINAL) READING OF ORDINANCE NO. 225 - AN ORDINANCE AUTHORIZING THE I
TIME WARRANTS:
Second reading of Ordinance No. 225 was made by Councilman Griffin. It was moved by
Councilman Frank, seconded by Councilman Wasek that Ordinance No. 225 be passed and approved
on second and final reading. Said Ordinance No. 225 reads in caption as follows:

Second reading of Ordinance No. 226 was made by Councilman Griffin. It was moved by
Councilman Wasek, seconded by Councilman Frank that Ordinance No. 226 be passed and approved,

Mayor Pro Tem McComb, with the consent of the City Council, requested City Manager Wolff
to check the bids and report his finding to the City Council. Bid to be awarded at
the next regular meeting on January 10, 1971.
APPOINTMENT OF TAX ASSESSOR COLLECTOR:
It was moved by Councilman Griffin, seconded by Councilman Frank that William E. Wolff
be appointed Tax Assessor Collector for the City of Pearland for the Tax Year 1972.
Motion passed 3 to 0.
FIRST READING - PROPOSED ANNEXATION ORDINANCE OF TERRITORY DEFINED IN EXHIBIT "A" OF
RESOLUTION NF 71-29:
Councilman Griffin read proposed Ordinance No. 227, an Ordinance annexing certain property
and territory to the City of Pearland, in full.
It was moved by Councilman Wasek, seconded by Councilman Griffin that Ordinance No. 227
be passed and approved on first reading. Said Ordinance No. 227 reads as follows - CAPTION
ONLY.
ORDINANCE NO. 227
AN ORDINANCE ANNEXING CERTAIN PROPERTY AND TERRITORY
TO THE CITY OF PEARLAND, TEXAS, AND EXTENDING THE
CORPORATE LIMITS OF THE CITY OF PEARLAND TO INCLUDE
AND EMBRACE SAID TERRITORY WHICH IS ADJACENT TO AND
CONTIGUOUS WITH THE PRESENT CORPORATE LIMITS OF THE
CITY OF PEARLAND AND IS NOT WITHIN THE CITY LIMITS
OF ANY OTHER CITY AND LIES SOLELY WITHIN THE EXTRA
TERRITORIAL JURISDICTION OF THE CITY OF PEARLAND;
SAID TERRITORY BEING HEREINAFTER FULLY DESCRIBED BY
METES AND BOUNDS IN SECTION I OF THIS ORDINANCE;
PRESCRIBING THE VOTING PRECINCTS FOR THE INHABITANTS
WITHIN SAID ANNEXED TERRITORY; PLACING SUCH INHABIT-

EXCUSED ABSENCE:
It was moved by Councilman Frank, seconded by Councilman Wasek that the records show
that Councilman Griffin's absence from the regular meeting on December 27, 1971 was due
to an emgrgency thereby making this as an excused absence from the meeting. Motion passed
3 to 0.
