CITY OF PEARLAND, TEXAS
CITY COUNCIL SPECIAL MEETING MINUTES
MAY 11, 2026
The City Council of Pearland, Texas convened in a meeting on Monday, May 11, 2026 at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.
I.CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 5:30 p.m.
II.ROLL CALL AND CERTIFICATION OF QUORUM
Mayor J. Kevin Cole
Mayor Pro-Tem Clint Byrom
Councilmember Joseph Koza
Councilmember Tony Carbone
Councilmember Mona Chavarria
Councilmember Layni Cade
Councilmember Rick Fernandez
Councilmember Rushi Patel
City Manager Trent Epperson
City Attorney Lawrence Provins
City Secretary Frances Aguilar
All members were present.
III.CITIZEN COMMENTS
Congressman Al Green addressed Council extending his congratulations to Mayor
elect Quentin Wiltz.
Adrian Hernandez, on behalf of Brazoria County Drainage District No. 4, addressed
Council and welcomed the new councilmembers.
IV.NEW BUSINESS
A.Consideration and Possible Action - Resolution No. R2026-79 - A
Resolution of the City Council of the City of Pearland, Texas, canvassing
the General and Special Elections held in the City of Pearland, Texas, on
May 2, 2026 and providing for other related matters related thereto.
AYES: Byrom, Koza, Carbone, Cade, Fernandez, Chavarria, and Patel.
NAYS: None.

The motion carried.
B.Recognition of outgoing Councilmember Tony Carbone.
Councilmember Tony Carbone was recognized.
C.Mayor's Issuance of Certificate of Election and Administration of the
Oath of Office to Tommy Echols for the position of Councilmember,
Position No. 2.
Mayor Cole presented the Certificate of Election to Tommy Echols.
Judge Roy Castillo administered the Oath of Office to Tommy Echols.
D.Mayor's Issuance of Certificate of Election and Administration of the
Oath of Office to Mona Chavarria, for the position of Councilmember,
Position No. 3.
Mayor Cole presented the Certificate of Election to Mona Chavarria.
Judge Greg Hill administered the Oath of Office to Mona Chavarria.
E.Mayor's Issuance of Certificate of Election and Administration of the
Oath of Office to Rushi Patel for the position of Councilmember, Position
No. 7.
Mayor Cole presented the Certificate of Election to Rushi Patel.
Judge Scott Sherman administered the Oath of Office to Rushi Patel.
F.Mayor's Issuance of Certificate of Election and Administration of the
Oath of Office to Quentin Wiltz, for the position of Mayor.
Mayor Cole presented the Certificate of Election to Quentin Wiltz.
Judge Homer Bennett administered the Oath of Office to Quentin Wiltz.
G.Recognition of outgoing Mayor J. Kevin Cole.
Outgoing Mayor Kevin Cole was recognized.
H.Consideration and Possible Action - Regarding the election of a Mayor
Pro-Tem.
Councilmember Koza made the motion, seconded by Councilmember Patel to
elect Councilmember Mona Chavarria as Mayor Pro-Tem.
AYES: Byrom, Koza, Cade, Fernandez, Chavarria, Patel, and Echols.
NAYS: None.
The motion carried.

V.ADJOURNMENT
Mayor Wiltz adjourned the meeting at 5:58 p.m.
The Minutes were approved on this the 8th day of June 2026.
