CITY OF PEARLAND, TEXAS
CITY COUNCIL REGULAR MEETING MINUTES
MAY 18, 2026
The City Council of Pearland, Texas convened in a meeting on Monday, May 18, 2026 at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.

Mayor Pro-Tem Chavarria gave the Invocation and Councilmember Patel led the Pledge

Resolution of the City Council of the City of Pearland, Texas, accepting the
City’s Investment Report for the quarter ending in March of 2026.

Resolution of the City Council of the City of Pearland, Texas, approving an
Interlocal Agreement (ILA) between the City of Pearland and the Brazoria
cost-sharing of traffic signals located ac
C.Consideration and Possible Action - Resolution No. R2026-76 - A
Resolution of the City Council of the City of Pearland, Texas, amending a

a professional service contract with RDLR Architects, Inc., associated with
the Reflection Bay Water Reclamation Facility Fuel Island project (FA2205),

Resolution of the City Council of the City of Pearland, Texas, authorizing
a professional service contract with STV Incorporated associated with the
City’s Sidewalk Gap and Replacement Program, in the estimated amount
to approve Consent Agenda items A - E.

VII.PUBLIC HEARING NO. 1
1.Public Hearing: A request by Mohammad Darwish, Monumental
Engineering Services, applicant, on behalf of Welcome Real Estate
Services, LLC., and Belinda Bockel Trusty, owners, for approval of a zone
change from Spectrum-3 (S-3) District and Spectrum-4 (S-4)
acres of land into the existing LNR Clear Creek Planned Development, to

1.Consideration and Possible Action - First Reading of Ordinance No.

Pearland, Texas, for the purpose of changing the classification of certain

Permit (CUP) for Sheltered Care Facility use within the General Business
(GB) District, on approximately 6.658 acres of land, to wit:

recorded under Brazoria County clerk’s file No. 2012045168, official public

2.Consideration and Possible Action - Resolution No. R2026-CUP2026-0156
-A Resolution of the City Council of the City of Pearland, Texas, approving
a Conditional Use Permit (CUP) for Sheltered Care Facility use within the
General Business (GB) District, on
being Lot 1, Block 1 of Forgotten Angels a Subdivision of 7.060 acres of
land, situated in the H.T.&B. R.R. Survey A-551, City of Pearland, Brazoria
Braz
Brazoria County, Texas (located at 3301 Industrial Drive, Pearland, Texas).
Conditional Use Permit No. CUP2026-0156, for Sheltered Care Facility use
within the General Business (GB) District
containing a savings clause, a severability clause, and an effective date
and other provisions related to the subject.
Mayor Pro-Tem Chavarria made the motion, seconded by Councilmember Koza
to approve Resolution No. R2026-CUP2026-0156.
AYES: Koza, Echols, Chavarria, Byrom, Cade, Fernandez, and Patel.

XI.PUBLIC HEARING NO. 3
3.Public Hearing: A request by Harrison Baldwin of QT South, LLC,
applicant, on behalf of Eul Sook Lou and Seoung Deuk Chin, owners, for
approval of a Conditional Use Permit (CUP) for a Convenience Store use
within the M-1 District, on approximately 7.173 acres of land, to wit:
H.T.&B.R.R. Co. Survey, Abstract 232, and the R.B. Lyle Survey, Abstract
543, Brazoria County, Texas, and being part of Lots 53, 54, and 59 of W.
Zychlinsky’s Subdivision as recorded in Volume 29, Page 43 of the Deed
Records of Brazoria County, and being the same property as described in
deed recorded in Brazoria County Clerk’s File 2019000600.

available to answer questions from Council.

XII.NEW BUSINESS
3.Consideration and Possible Action - Resolution No. R2026-CUP2026-0161
-A Resolution of the City Council of the City of Pearland, Texas, approving
approximately 7.173 acres of land, within the M-1 District, being a 7.173
acre tract of land, located in the H.T.&B.R.R. Co. Survey, Abstract 232, and
the R.B. Lyle Survey, Abstract 543, Brazoria County, Texas, and being part
Volume 29, Page 43 of the Deed Records of Brazoria County, and being the
same property as described in deed recorded in Brazoria County Clerk’s
Conditional Use Permit No. CUP2026-0161, for Convenience St
within the Light Industrial (M-1) District at the request of Harrison Baldwin
of QT South, LLC, applicant, on behalf of Eul Sook Lou and Seoung Deuk
Chin, owners, containing a savings clause, a severability clause, and an

approve Resolution No. R2026-CUP2026-

1.Owner of PID 165736 shall grant a shared access easement across the
property to allow the owner of PID 567025 and 567023 access to McHard
Road by crossing Hickory Slough.

Resolution of the City Council of the City of Pearland, Texas, authorizing

with the Harkey Road Drainage Project (Broadway to Mary’s Creek)
(DR2503), in the estimated amount of $1,567,696.00.
Fernandez to approve Resolution No. R2026-82.
AYES: Koza, Echols, Chavarria, Byrom, Cade, Fernandez, and Patel.
NAYS: None.
5.Consideration and Possible Action - Resolution No. R2026-85 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
expenditures with McGriff Insurance Services for wind, hail, and wind-
driven rain insurance in the amount of $1,434,989.44 for the period of May
26, 2026 to May 26, 2027.
Councilmember Fernandez made the motion, seconded by Councilmember
Cade to approve Resolution No. R2026-85.
Councilmember Patel made the motion, seconded by Councilmember Cade to
amend Resolution No. R2026-
$1,434,989.44 to $1,497,823.27.
AYES: Koza, Echols, Chavarria, Byrom, Cade, Fernandez, and Patel.
NAYS: None.
Cade to approve Resolution No. R2026-85 as amended.
AYES: Koza, Echols, Chavarria, Byrom, Cade, Fernandez, and Patel.
