IV. CITIZEN COMMENTS
In order to hear all citizen comments at a reasonable hour, the City Council requests
that speakers respect the three -minute time limit for individual comments and the five-
minute time limit for an individual speaking on behalf of a group. This is not a
question -answer session, however, it is an opportunity to voice your thoughts with City
Council.
V. CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require
little or no deliberation by the City Council. These items will be enacted/approved by
one motion unless a councilmember requests separate action on an item, in which
event the item will be removed from the Consent Agenda and considered by separate
action (VI. Matters Removed from Consent Agenda). Approval of the Consent Agenda
enacts the items of legislation.
A. Consideration and Possible Action - Approval of the minutes of the City
Council and Planning and Zoning Commission Joint Workshop held on

B. Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-283 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City
of Pearland, Texas, for the purpose of changing the classification of certain
property; Tract 1: 5.8927 acres (256,685 square feet) of land, being the
northerly 4.663 acres of Lot 1, Block 1 of Welcome Kirby Subdivision,
according to the map or plat thereof recorded in Film Code No. 706729
H.C.M.R. and all of that certain called 1.2464-acre tract recorded under
H.C.C.F. No. RP-2025-134343 and located in the James Hamilton Survey,

service and supply contract for water and wastewater maintenance with Vector
Controls & Automation Group, in the additional amount of $320,000.00 (total

D. Consideration and Possible Action - Resolution No. R2026-90 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a one-
year contract with four one-year renewals for website services to CivicPlus, in
the estimated amount of$399,069 for all five years.

E. Consideration and Possible Action - Resolution No. R2026-91 - A
Resolution of the City Council of the City of Pearland, Texas, suspending the
June 8, 2026 effective date of SiEnergy Gas, LLC's requested increase to
permit the City time to study the request and to establish reasonable rates;
approving cooperation with other cities in the SiEnergy service area; hiring

legal and consulting services to negotiate with the company and direct any
necessary litigation and appeals; authorizing intervention in SiEnergy's
Statement of Intent to Change Gas Utility Rates within the incorporated areas

requiring reimbursement of cities' rate case expenses; finding that the meeting
at which this resolution is passed is open to the public as required by law; and
requiring notice of this resolution to the company and legal counsel.
