PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
APRIL 9, 2026
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on April 9, 2026, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the
actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairperson Waguespack called the meeting to order at 8:32 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairperson Waguespack, Vice Chairperson Pecknold,
Member Campo, Member Hurd and Member Morales.
City staff members present were Carry Capers, Director of Parks & Recreation;
Kevin Carter, Assistant Director of Parks & Recreation; and Shelby Lowe,
Executive Assistant.
Citizen present was Karrie Hurd.
Ill. CITIZEN COMMENTS
No citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action - Approval of the minutes of the Parks,
Recreation, and Beautification Board meeting held on March 12, 2026.
Member Hurd motioned to approve the March meeting minutes as written,
seconded by Member Campo.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Hurd and Member Morales.
Nays: None.
Motion passed.
2. Consideration and Possible Action - Excuse the absence of Member Hurd from the
March 12, 2026 Parks, Recreation, and Beautification Board Meeting.
Member Campo motioned to approve the excused absence of Member
Hurd, seconded by Vice Chairperson Pecknold.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Hurd and Member Morales.
Nays: None.
Motion passed.
3. Consideration and Possible Action - Excuse the absence of Member Pecknold
from the March 12, 2026 Parks, Recreation, and Beautification Board Meeting.
Member Campo motioned to approve the excused absence of Member
Pecknold, seconded by Member Morales.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Hurd and Member Morales.
Nays: None.
Motion passed.
4. Consideration and Possible Action - Excuse the absence of Member Waguespack
from the March 12, 2026 Parks, Recreation, and Beautification Board Meeting.
Member Campo motioned to approve the excused absence of Member
Waguespack, seconded by Member Hurd.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Hurd and Member Morales.
Nays: None.
Motion passed.
5. Report from Parks, Recreation, and Beautification Board Members.
Member Campo reported attendance at the Farmers Market in March. She
noted the expansion of vendors and the large turnout of attendees.
Member Hurd stated that he participated as a vendor at the March Farmers
Market. He inquired about the department's policy concerning driving on
grass in the parks. Member Hurd also asked for clarification on the third-
party system currently being used by the department for vendor registration
for Special Events, expressing that the system is not user-friendly.
Additionally, he requested information regarding the City's plans to
commemorate the country's 250th anniversary on July 4, 2026.
Member Morales reported her attendance at the Southdown Park Grand
Reopening Celebration held on the previous Thursday. She inquired about
the absence of swings at Southdown Park.
Chairperson Waguespack informed the board that the Spring Fest event is
scheduled for Saturday and noted that vendor registration for the
Celebration of Freedom is open. She commended Parks Staff for
maintaining the parks and managing ant beds as the Spring season begins.
Chairperson Waguespack also provided details about the upcoming
Pearland Grand Arts and Eats Festival later in April, which the Parks &
Recreation Department co-hosts with the Pearland Chamber of Commerce
and Visit Pearland.
6. Report from Forever Parks Foundation
Chairperson Waguespack presented the following updates regarding the
Forever Parks Foundation:
• Mayor Cole's Golf Tournament is scheduled for April 20, 2026.
Registration remains open for teams, sponsors, and volunteers.
• The Foundation has engaged in several discussions and
presentations with businesses and organizations regarding the
Independence Park Capital Campaign Project.
• The Forever Parks Foundation's website is currently being updated
to enhance user accessibility.
• A new board member, Breana Crawford, representing UFCU, has
been announced.
7. Presentation regarding capital improvement projects for the Parks & Recreation
Department.
Director Capers presented a presentation regarding recently completed,
current and future capital improvement project plans for the Parks &
Recreation Department.

8. Presentation regarding the schedule for the Fiscal Year (FY) 2027 Budget.
Director Capers presented information regarding FY 2027 Budget approval
timeline.
No further discussion.
9. Discussion and Possible Action - Regarding an update for the Athletic Field Use
Policy.
Director Capers and Assistant Director Carter presented the proposed
updates for the Athletic Field Use Policy.
Member Campo motioned to approve proposed updates as presented for
the Athletic Field Use Policy, seconded by Member Hurd.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Hurd and Member Morales.
Nays: None.
Motion passed.
10. Director's Report.
Director Capers presented the following updates:
• The Southdown Park Grand Reopening Celebration held last week
was a success.
• Creekside Park Playground Replacement Project is almost complete.
The Department will be hosting a Grand Reopening Celebration
soon.
• Mayor Cole's Sendoff Celebration will be held at City Hall in Council
Chambers on May 6, 2026, and all are invited.
Assistant Director Carter presented the following updates:
• The Sports Complex at Shadow Creek Ranch Turf Retrofit Project
details and photos.
11.Other Public Comment
Karrie Hurd shared that Pearland is a great place to live due to the Parks,
Recreation and Trails system implemented by the Parks & Recreation
Department.
V. ADJOURNMENT
