The following represents the actions taken by City Council in the order they occurred during the meeting. All motions are made by Council in consecutive order, as determined by the Mayor. I. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 6:39 p.m. II. INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND TEXAS FLAG Councilmember Cade gave the Invocation and Councilmember Chavarria led the Pledge of Allegiance to the United States of America Flag and the Texas Flag. III. ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. Kevin Cole Councilmember Joseph Koza Councilmember Tony Carbone Councilmember Mona Chavarria Councilmember Layni Cade Councilmember Rick Fernandez Councilmember Rushi Patel City Manager Trent Epperson City Attorney Lawrence Provins City Secretary Frances Aguilar All members were present except Mayor Pro-Tem Clint Byrom. IV. CITIZEN COMMENTS Kenneth Murphy addressed Council stating he is there on behalf of his client, Switch Realtors, owners of 0 Hatfield Road. Mr. Murphy presented a survey and a sketch photo of the property and stated his concerns regarding the current proposed plan for Orange Street at Hatfield Road and proposed a new plan. Louis Mullican addressed Council stating his concerns with the traffic on Westminister Road and requested speed bumps. V. CONSENT AGENDA A. Consideration and Possible Action - Approval of the minutes of the City Council Regular Meeting held on April 13, 2026. B. Consideration and Possible Action - Second and Final Reading of Ordinance No. 2000M-282 - An Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City of Pearland, Texas, for the purpose of changing the classification of certain property; Tract 1: A 10.594 -acre (461,461 square -foot) tract of land situated in the HT & B RR CO Survey, A-542, Brazoria County, Texas. Said 10.594 -acre tract being out of the residue of Tract "A" of Ray Bellew & Sons Subdivision, by plat recorded in Volume 17, Pages 21 & 22 of the Brazoria County Map Records, (hereinafter B.C.M.R.), being all of a called 10.61 -acre tract of land conveyed to Pearland Storage LLC, by deed recorded under Brazoria County Clerk's File Number 2022040143 (hereinafter B.C.C.F. No.) of the Official Public Records of Brazoria County, Texas (hereinafter O.P.R.B.C.). Tract 2: Being a description of a 2.553 -acre (111,198 square -foot) tract of land situated in the HT & B RR CO Survey, A-542, Brazoria County, Texas. Said 2.553 -acre tract being all of a called 2.2550 -acre tract of land conveyed to Al D. Coker and wife, Barbara A. Coker, by deed recorded under Brazoria County Clerk's File Number 1998043460 (hereinafter B.C.C.F. No.) of the Official Public Records of Brazoria County, Texas (hereinafter O.P.R.B.C.), (located south of Knapp Road, East of Main Street, Pearland, Texas.) Zone Change Application No. ZON2026-0048, a request by Thomas Forschner, applicant, on behalf of Pearland Storage LLC. and Al D Coker, owners, for approval of a zone change for 13.147 -acres of land from General Commercial (GC) District to Planned Development (PD) District; providing for an amendment of the zoning district map; containing a savings clause, and an effective date and other provisions related to the subject. D. Pulled for discussion. E. Consideration and Possible Action - Resolution No. R2026-73 - A Resolution of the City Council of the City of Pearland, Texas, authorizing a Letter Finance Agreement between the City and the Lower Kirby Pearland Management District associated with the Lower Kirby Hillwood Development Project. F. Consideration and Possible Action - Resolution No. R2026-74 - A Resolution of the City Council of the City of Pearland, Texas, adopting a Title VI Non -Discrimination Plan. Councilmember Koza made the motion, seconded by Councilmember Carbone to approve Consent Agenda items A -F, except D. AYES: Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. Consideration and Possible Action - Resolution No. R2026-72 - A Resolution of the City Council of the City of Pearland, Texas, authorizing a Multiple Use Agreement with the Texas Department of Transportation (TxDOT) associated with the pedestrian bridges on the Shadow Creek Parkway Landscaping, Street Lighting, and Sidewalk Project. Councilmember Koza made the motion, seconded by Councilmember Fernandez to approve Resolution No. R2026-72. AYES: Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. The motion carried. VII. PUBLIC HEARING NO. 1 1. Public Hearing: The first of two required public hearings on the City of Pearland's Fiscal Year 2027 U.S. Department of Housing and Urban Development Community Development Block Grant allocation in the amount of $541,571.00. Mayor Cole opened the Public Hearing. Presentation was provided by Joel Hardy, Head of External Affairs. There were no citizen comments. Mayor Cole closed the Public Hearing. VIII. NEW BUSINESS 1. Consideration and Possible Action - Resolution No. R2026-71 - A Resolution of the City Council of the City of Pearland, Texas, awarding a bid for the purchase of twelve (12) unmarked police vehicles from McRee Ford, Big Star Ford, and Caldwell Country, in the amount of $447,774.68. Councilmember Carbone made the motion, seconded by Councilmember Cade to approve Resolution No. R2026-71. Councilmember Cade made the motion, seconded by Councilmember Fernandez to amend the Resolution to change the following: 1. Change "Caldwell County" to "Caldwell Country Chevrolet." 2. Change the Big Star Ford amount from "$27,490" to "$27,495." 3. Change the total purchase price from "$447,774.68" to "$447,779.68." AYES: Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. The motion carried. AYES: Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. The motion carried. IX. OTHER BUSINESS There were no other business items. X. MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION There were no issues to discuss. XI. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Council adjourned into Executive Session at 7:38 p.m. Section 551.087 - Deliberations Regarding Economic Development Negotiations. Conducted. Section 551.071 - Consultation with City Attorney - Deliberations Regarding Potential and/or Pending Litigation. Conducted. Council returned from Executive Session at 9:40 p.m. XII.
