IV. CITIZEN COMMENTS
In order to hear all citizen comments at a reasonable hour, the City Council requests
that speakers respect the three-minute time limit for individual comments and the five-
minute time limit for an individual speaking on behalf of a group. This is not a
question-answer session, however, it is an opportunity to voice your thoughts with City
Council.
V. CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require
little or no deliberation by the City Council. These items will be enacted/approved by
one motion unless a councilmember requests separate action on an item, in which

event the item will be removed from the Consent Agenda and considered by separate
action (VI. Matters Removed from Consent Agenda). Approval of the Consent Agenda
enacts the items of legislation.
A. Consideration and Possible Action - Resolution No. R2026-77 - A
Resolution of the City Council of the City of Pearland, Texas, accepting the
City's Investment Report for the quarter ending in March of 2026.

B. Consideration and Possible Action - Resolution No. R2026-75 - A
Resolution of the City Council of the City of Pearland, Texas, approving an
Interlocal Agreement (ILA) between the City of Pearland and the Brazoria
County Toll Road Authority for the maintenance, operation, and cost-sharing of
traffic signals located across multiple jurisdictions impacting the City's vehicle
mobility.

C. Consideration and Possible Action - Resolution No. R2026-76 - A
Resolution of the City Council of the City of Pearland, Texas, amending a
professional services agreement with Aguirre & Fields, LP, for construction
management and field inspections, in the additional estimated amount of
$152,047.64.

D. Consideration and Possible Action - Resolution No. R2026-81 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing a
professional service contract with RDLR Architects, Inc., associated with the
Reflection Bay Water Reclamation Facility Fuel Island project (FA2205), in the
estimated amount of$204,943.00.

E. Consideration and Possible Action - Resolution No. R2026-84 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
a professional service contract with STV Incorporation associated with
the City's Sidewalk Gap and Replacement Program, in the estimated
amount of$163,790.00.

1. Public Hearing: A request by Mohammad Darwish, Monumental Engineering
Services, applicant, on behalf of Welcome Real Estate Services, LLC., and
Belinda Bockel Trusty, owners, for approval of a zone change from Spectrum-3
(S-3) District and Spectrum-4 (S-4) District to Planned Development (PD)
District, incorporating approximately 9.143 acres of land into the existing LNR
Clear Creek Planned Development, to wit:

amending Ordinance No. 2000M, the zoning map of the City of Pearland,
Texas, for the purpose of changing the classification of certain property; Tract
1: 5.8927 acres (256,685 square feet) of land, being the northerly 4.663 acres
