Consideration and Possible Action - Approval of the minutes of the City Council Regular Meeting held on March 16, 2026; City Council and Pearland Economic Development Corporation Joint Special Meeting held on March 16, 2026; City Council Special Meeting held on March 23, 2026; and City Council Regular Meeting held March 23, 2026. B. Consideration and Possible Action - Resolution No. R2026-69 - A Resolution of the City Council of the City of Pearland, Texas, appointing members to various City Boards and Commissions. Consideration and Possible Action - Resolution No. R2026-65 - A Resolution of the City Council of the City of Pearland, Texas, rejecting any and all bids received for Invitation to Bid (ITB-60-26) for Tree Maintenance Services. D. Pulled for discussion. E. Consideration and Possible Action - Resolution No. R2026-67 - A Resolution of the City Council of the City of Pearland, Texas, awarding a software maintenance contract with Tyler Technologies, Inc., for software maintenance services in the amount of $302,962.19. Councilmember Koza made the motion, seconded by Councilmember Fernandez to approve Consent Agenda items A-E, except D. AYES: Byrom, Koza, Carbone, Chavarria, and Fernandez. NAYS: None. The motion carried. VI. MATTERS REMOVED FROM CONSENT AGENDA D. Consideration and Possible Action - Resolution No. R2026-66 - A Resolution of the City Council of the City of Pearland, Texas, amending Resolution No. R2025-182 for temporary blower rentals and authorizing an additional amount of $252,000.00 for temporary blower rentals associated with the uninterrupted operation of the City’s wastewater treatment process. Councilmember Koza made the motion, seconded by Councilmember Fernandez to approve Resolution R2026-66. AYES: Byrom, Koza, Carbone, Chavarria, Cade, and Fernandez. NAYS: None. The motion carried. VII. PUBLIC HEARING NO. 1 1. Public Hearing: A request by Thomas Forschner, applicant, on behalf of Pearland Storage LLC. and Al D Coker, owners, for approval of a zone change for 13.147 acres of land from General Commercial (GC) District to Planned Development (PD) District, to wit: Legal Description: Tract 1: A 10.594-acre (461,461 square foot) tract of land situated in the HT & B RR CO Survey, A-542, Brazoria County, Texas. Said 10.594-acre tract being out of the residue of Tract “A” of Ray Bellew & Sons Subdivision, by plat recorded in Volume 17, Pages 21 & 22 of the Brazoria County Map Records, (hereinafter B.C.M.R.), being all of a called 10.61-acre tract of land conveyed to Pearland Storage LLC, by deed recorded under Brazoria County Clerk’s File Number 2022040143 (hereinafter B.C.C.F. Tract 2: Being a description of a 2.553-acre (111,198 square foot) tract of land situated in the HT & B RR CO Survey, A-542, Brazoria County, Texas. Said 2.553-acre tract being all of a called 2.2550-acre tract of land conveyed to Al D. Coker and wife, Barbara A. Coker, by deed recorded under Brazoria County Clerk’s File Number 1998043460 (hereinafter B.C.C.F. No.) of the Official Public Records of Brazoria County, Texas (hereinafter O.P.R.B.C.), General Location: South of Knapp Road, East of Main Street, Pearland, Texas. Mayor Cole opened the Public Hearing. Presentation was provided by Katya Copeland, Assistant Director of Planning. Eric Oliver and Joseph Flint, Applicants, gave a presentation and were present to answer questions from council. William Wiesepape, spoke in favor of the zone change request. Mayor Cole closed the Public Hearing. VIII. NEW BUSINESS 1. Consideration and Possible Action - First Reading of Ordinance No. 2000M-282 - An Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City of Pearland, Texas, for the purpose of changing the classification of certain property; Tract 1: A 10.594-acre (461,461 square-foot) tract of land situated in the HT & B RR CO Survey, A-542, Brazoria County, Texas. Said 10.594-acre tract being out of the residue of Tract “A” of Ray Bellew & Sons Subdivision, by plat recorded in Volume 17, Pages 21 & 22 of the Brazoria County Map Records, (hereinafter B.C.M.R.), being all of a called 10.61-acre tract of land conveyed to Pearland Storage LLC, by deed recorded under Brazoria County Clerk’s File Number 2022040143 (hereinafter B.C.C.F. No.) of the Official Public Records of Brazoria County, Texas (hereinafter O.P.R.B.C.). Councilmember Carbone made the motion, seconded by Councilmember Cade to approve the First Reading of Ordinance No. 2000M-282. AYES: Byrom, Koza, Carbone, Chavarria, Cade, and Fernandez. NAYS: None. The motion carried. 2. Consideration and Possible Action - Resolution No. R2026-68 - A Resolution of the City Council of the City of Pearland, Texas, authorizing the power of eminent domain to acquire: (1) a 0.0829 acre fee simple interest for a public road right-of-way, and (2) a 0.0417 acre easement for public water line and sanitary sewer improvements, both situated in a portion of a 0.4579-acre tract of land conveyed to Chay Ung by Deed executed December 31, 2010 in Clerk’s File Number 2011001608, in the Official Records of Brazoria County, Texas, situated in the H.T.&B. RR. Co. Survey, Abstract No. 304, Brazoria County, Texas; authorizing the city attorney, or his designee, and other city officials to take such actions as are necessary to acquire said property, located within the city, by donation, purchase, or by the exercise of the power of eminent domain. Councilmember Chavarria made the motion, seconded by Councilmember Cade to approve Resolution No. 2026-68. AYES: Byrom, Koza, Carbone, Chavarria, Cade, and Fernandez. NAYS: None. The motion carried. IX. OTHER BUSINESS There were no other business items. X. MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION 1. Discussion and Possible Action - Regarding Mechanical Concrete. Mike Getz, Century Road Solutions, spoke in support of this item. Eddie Krist spoke in support of this item. XI. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Council adjourned into Executive Session at 8:00 p.m. Section 551.074 - Deliberations regarding the City Manager's Annual Performance Goals. Conducted.
