CITY OF PEARLAND, TEXAS
CITY COUNCIL SPECIAL MEETING MINUTES
MARCH 23, 2026
The City Council of Pearland, Texas convened in a meeting on Monday, March 23, 2026, at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.
I. CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 4:00 p.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM

Mayor Pro-Tem Clint Byrom
Councilmember Joseph Koza
Councilmember Tony Carbone
Councilmember Layni Cade
Councilmember Rick Fernandez
Councilmember Rushi Patel
City Manager Trent Epperson
City Attorney Lawrence Provins
City Secretary Frances Aguilar
All members were present except Councilmember Mona Chavarria.
III. CITIZEN COMMENTS
John Koonce, Representative of Century Road Solutions, addressed Council and
made comments on behalf of Mike Getz regarding mechanical concrete road base for
pilot programs on roads in Pearland.
IV. NEW BUSINESS
A. Capital Improvement Program (CIP) Update Series - Drainage &
Transportation.
Presentation was provided by Trent Epperson, City Manager; Lorenzo
Wingate, Director of Engineering and Public Works; Fabiola De Carvalho,
Assistant Director of Capital Projects; Erika Weakley, Senior Capital Analyst;
Malcome Kennedy, Superintendent; Yolci Ramirez, Traffic Engineer; Mario
Tellez, Traffic Superintendent; and Dante Prescod, Assistant Director of
Engineering & Public Works.
V. ADJOURNMENT
Mayor Cole adjourned the meeting at 5:30 p.m.
