CITY COUNCIL REGULAR MEETING MINUTES
MARCH 16, 2026
The City Council of Pearland, Texas convened in a meeting on Monday, March 16, 2026, at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.
I. CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 6:32 p.m.
II. INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF
AMERICA FLAG AND TEXAS FLAG
Mayor Pro-Tem Byrom gave the Invocation and Councilmember Cade led the Pledge
of Allegiance to the United States of America Flag and the Texas Flag.

IV. CITIZEN COMMENTS
Interim Fire Chief Jacob Johnson gave a presentation of Recognition of the Citizen
Life Saving Award to Nurse Joanna Guzman, Coach Jeremy Washington, and Police
Officer Dennis Hernandez.
Rachel Bracho addressed Council, stating her concerns about the Chlorine Water
Conversion and the health side effects, and requested that changes be made to
consider those with health concerns.
Susan Mathews addressed Council, stating her concerns about the Monday through
Friday, 8 a.m.- 5 p.m., early voting hours and requested extended hours.
Carol Krenzke, President of Friends of West Library, addressed Council and gave a
2025 review on the Friends of West Library.

V. CONSENT AGENDA
A. Consideration and Possible Action - Approval of the minutes of the City
Council Regular Meeting held on January 12, 2026; City Council Regular
Meeting held on January 26, 2026; City Council Strategic Planning
Workshop held on January 30, 2026; City Council Strategic Planning
Retreat held on January 31, 2026; City Council Regular Meeting held on
February 9, 2026; City Council Special Meeting held on February 23,
2026; and City Council Regular Meeting held on February 23, 2026.
B. Consideration and Possible Action - City Council acceptance of the
Certificate of Unopposed Status for the position of Councilmember,
Position Two (2).
C. Consideration and Possible Action - Resolution No. R2026-56 - A
Resolution of the City Council of the City of Pearland, Texas, ordering the
May 2, 2026 Special Election for the purpose of electing one (1)
Councilmember by position, from the City at -large, for Councilmember
Position Two (2), to serve for the remainder of the term, to be canceled;
declaring the unopposed candidate for Councilmember, Position Two (2)
as duly elected; and providing for other related matters related thereto.
D. Consideration and Possible Action - Resolution No. R2026-34-1 - A
Resolution of the City Council of the City of Pearland, Texas, amending
Resolution No. R2026-34 ordering a Special Election to be held on May 2,
2026, for the purpose of incorporating voting polling places and
schedules designated by Brazoria County, Texas; and providing for
related matters in accordance with the Texas Election Code.
E. Consideration and Possible Action - Resolution No. R2026-35-1 - A
Resolution of the City Council of the City of Pearland, Texas, amending
Resolution No. R2026-35 ordering a Special Election to be held on May 2,
2026, for the purpose of incorporating voting polling places and
schedules designated by Brazoria County, Texas; and providing for
related matters in accordance with the Texas Election Code.

H. Consideration and Possible Action - Resolution No. R2026-52 - A
Resolution of the City Council of the City of Pearland, Texas, approving
Special Event Permit No. SPE2025-0027, a permit to host an annual
Spring Fling Car Show and Craft Festival for five years (May 2026 through
May 2030).
I. Pulled for discussion.
Councilmember Koza made the motion, seconded by Councilmember Cade to
approve Consent Agenda items A -I, except F, G, and I.

VI. MATTERS REMOVED FROM CONSENT AGENDA
F. Consideration and Possible Action - Resolution No. R2026-33-1 - A
Resolution of the City Council of the City of Pearland, Texas, amending
Resolution No. R2026-33 ordering a General Election to be held on May 2,
2026, for the purpose of incorporating voting polling places and
schedules designated by Brazoria County, Texas; and providing for
related matters in accordance with the Texas Election Code.
Councilmember Koza made the motion, seconded by Councilmember
Fernandez to approve Resolution R2026-33-1.
Quentin Wiltz addressed Council, stating his concerns about the General
Election hours, Monday through Friday, 8 a.m.- 5 p.m., and requested
extended hours for working-class residents.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
G. Consideration and Possible Action - Resolution No. R2026-44 - A
Resolution of the City Council of the City of Pearland, Texas, approving
Special Event Permit No. SPE2026-0001, a permit to host the annual
Pearland Grand Arts and Eats Festival (April 2026 through April 2030).
Councilmember Koza made the motion, seconded by Councilmember Carbone
to approve Resolution R2026-44.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
Consideration and Possible Action - Resolution No. R2026-55 - A
Resolution of the City Council of the City of Pearland, Texas, approving a
Change Order with Conrad Construction Co., LTD., in the amount of
$117,572.37 (total contract amount of $5,543,110.87), associated with the
Industrial Drive Reconstruction Project.
Councilmember Koza made the motion, seconded by Mayor Pro-Tem Byrom to
approve Resolution R2026-55.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, and Fernandez.
NAYS: Patel.

1. Public Hearing: A request by Planned Community Developers V, LTD.,
applicant, on behalf of Pearland Lifestyle Center, L.P., owner, for
approval of a zone change from Planned Development (PD) to PD,
replacing the previous Promenade Shops Lifestyle Center PD with a new
mixed -use PD, on 122.069 acres of land, to wit:
Legal Description: Being 119.069 acres of land located in the James
Hamilton Survey, Abstract 881, Harris County, Texas, more particularly
being all of Lot "A" and a portion of Restricted Reserve "B" of The Final
Plat of The Promenade Shops at the Spectrum, a subdivision of 122.623
acres of land on record in Film Code Number 610201, in the Map Records
of said Harris County, Texas (H.C.M.R.) and the 5.00 acre tract conveyed
to Pearland Lifestyle Center, L.P. by instrument of record in File No.
Y326977, Official Public Records of Real Property, of said Harris County,
Texas (H.C.O.P.R.R.P.).
General Location: South of Sam Houston Tollway, West of State Highway
288, Pearland, Texas.
Mayor Cole opened the Public Hearing.
Presentation was provided by Katya Copeland, Assistant Director of Planning.
Don Janssen, CEO and President of Planned Community Developers gave a
presentation and was present to answer questions from Council.
There were no citizen comments.
Mayor Cole closed the Public Hearing.
VIII. NEW BUSINESS
1. Consideration and Possible Action- First Reading of Ordinance No.
2000M-281 - An Ordinance of the City Council of the City of Pearland,
Texas, amending Ordinance No. 2000M, the zoning map of the City of
Pearland, Texas, for the purpose of changing the classification of certain
property; being 119.069 acres of land located in the James Hamilton
Survey, Abstract 881, Harris County, Texas, more particularly being all of
Lot "A" and a portion of Restricted Reserve "B" of The Final Plat of The
Promenade Shops at the Spectrum, a subdivision of 122.623 acres of

Councilmember Carbone made the motion, seconded by Councilmember Cade
to approve the First Reading of Ordinance No. 2000M-281.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.

IX. PUBLIC HEARING NO. 2
2. Public Hearing: A request by Ashley Montalvo, applicant, on behalf of
lqbal "John" Khowaja, owner, for approval of a zone change for 13.256
acres of land from General Commercial (GC) District to Light Industrial
(M-1) District, to wit:
Legal Description: Tract 1: A 13.256 -acre tract situated in the H.T. & B.
R.R. Co. Survey. Section 4 Abstract 543, Brazoria County, Texas, also
being part of called 23.432 acre tract, as recorded in File No. 2025021192,
Official Record of Real Property, Brazoria County, Texas.
General Location: South of McHard Road, West of Mykawa Road,
Pearland, Texas.
Mayor Cole opened the Public Hearing.
Presentation was provided by Katya Copeland, Assistant Director of Planning.
There were no citizen comments.
Mayor Cole closed the Public Hearing.
X. NEW BUSINESS

Councilmember Chavarria made the motion, seconded by Councilmember
Fernandez to approve the First Reading of Ordinance No. 2000M-280.

The motion failed.
3. Consideration and Possible Action - Resolution No. R2026-CUP24-24-1 -
A Resolution of the City Council of the City of Pearland, Texas, approving
an extension to R2024-CUP24-24 that allows for an Auto Wash (Self -
Service) use within the General Business (GB) and the General
Commercial (GC) District, on approximately 1.528 acres of land, being Lot
1, Block 1, Minor Plat of Mary Mays, a subdivision in Brazoria County,
Texas, according to the map or plat thereof, recorded in County Clerk's
File No. 2015015904 in the Plat Records of Brazoria County, Texas.
(located at 1705 Broadway Street, Pearland, Texas).
Mayor Pro -Tern Byrom made the motion, seconded by Councilmember
Fernandez to approve Resolution No. 2026-CUP24-24-1.
AYES: None.
NAYS: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
The motion failed.
4. Consideration and Possible Action - Resolution No. R2026-54 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
3 -year contract (1 -year initial term; two 1 -year renewals) for electrical,
mechanical, instrumentation and control services to McCarthy Building
Companies, Inc., in the annual estimated amount of $4,500,000.00.
Councilmember Cade made the motion, seconded by Mayor Pro-Tem Byrom
to approve Resolution R2026-54.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
5. Consideration and Possible Action - Resolution No. R2026-27 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
3 -year contract (1 -year initial term; two 1 -year renewals) for a software
service maintenance contract to Azteca Systems, LLC, a Trimble
company (Cityworks), for a total amount not to exceed $681,886 for
FY2026 through FY2028.
Councilmember Fernandez made the motion, seconded by Councilmember
