PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
MARCH 12, 2026
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on March 12, 2026, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the
actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Member Campo called the meeting to order at 8:30 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Member Campo, Member Gillum, Member Heflin, and
Member Morales.
City staff members present were Carry Capers, Director of Parks & Recreation;
Kevin Carter, Assistant Director of Parks & Recreation; Lindsey Taylor, Special
Event Coordinator; Alicia Suma, Special Events Recreation Specialist; and Shelby
Lowe, Executive Assistant.
III. CITIZEN COMMENTS
No citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action - Approval of the minutes of the Parks,
Recreation, and Beautification Board meeting held on February 12, 2026.
Member Gillum motioned to approve the February meeting minutes as
written, seconded by Member Heflin.
Ayes: Member Campo, Member Gillum, Member Heflin, and Member
Morales.
Nays: None.
Motion passed.
2. Report from Parks, Recreation, and Beautification Board Members.
Member Gillum shared the youth cycling team has 16 children and 9 adult
coaches for the team. He stated that the Cycling Ass ociation has started
selling memberships. Their goal is to sell 50 memberships, and they
currently have sold 25 memberships.
Member Heflin shared that he has been at the baseball fields or the Dad’s
Club every day for practice with his family.
Member Campo shared that her and her son volunteered with YMSL to
support the Miracle League and they both had a great experience. She
shared that a recent Miracle League player had passed and that the team
and staff honored her memory.
3. Report from Forever Parks Foundation.
Director Capers delivered an update regarding a recent meeting with
Gingo’s Tex Mex Restaurant and their pledged support for the
Independence Park Capital Campaign. She also provided information on
the status of the Brown Foundation Grant Application. Additionally, she
announced that the next upcoming event will be Mayor Cole's Golf
Tournament, scheduled for April 2026.
4. Presentation provided by staff regarding upcoming special events.
Lindsey Taylor provided an overview of forthcoming special events,
including Sunset Cinema, Spring Fest, and the Concerts in the Park Series.
No further discussion.
5. Discussion and Possible Action regarding Fiscal Year 2027 Budget Development.
Director Capers began by providing an overview of the Fiscal Year 2027
Budget Development Process and describing the department’s submission
to the Office of Management and Budget.
No further discussion.
6. Director's Report.
Director Capers presented the following updates:
• Recreation Center and Natatorium activities during Spring Break
week:
o Houston Rockets Basketball Clinic
o Adventure Days: Spring Break Camp
• Updates on 2026 Summer Camp Registration
• The turf project at the Sports Complex at Shadow Creek Ranch has
been completed. The inaugural tournament is scheduled for March
20, 2026, marking the first day of play on the new turf.
• The Southdown Park Playground Project is complete, and the
Splashpad Project at Southdown Park is nearing completion.
o The Grand Re-opening of Southdown Park is planned for
April 4, 2026.
• The Creekside Park Replacement Playground Project is currently in
progress.
o Expected completion date is April 6, 2026.
• Parks and Athletic Fields Teams are preparing to relocate to the
new Parks Maintenance Building on Hillhouse Road.
• Updated Park Sign Standards.
• Upcoming campaign will educate trail users about the use of e-
bikes.
V. ADJOURNMENT
Meeting was adjourned at 9:57 a.m.
