1975-03-27 CITY COUNCIL SPECIAL MEETING MINUTES218 MINUTES OF A SPECIAL EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 27, 1975, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Carlton McComb Councilman Harry Farley Councilman Tom -Reid Councilman Gene E. Sanders City Manager William E. Wolff City Engineer Malcolm Collins Absent from the meeting: Councilman Cecil W. Griffin, Councilman B. J. Frank, and Bobby Williams, City Attorney. PURPOSE OF THE MEETING: 1. Consideration and possible action - Application to the Texas Water Quality Board and Environmental Protection Agency for Federal Grant under Public Law 92-500 for Step 1 Project for Preliminary Plans and Studies for upgrading existing treatment plants. (a) Resolution 75-12, A resolution authorizing the Mayor to sign application for grant. (b) Resolution 75-13, A resolution of the project schedule (c) Any other business pertinent to the above subject. City Engineer Malcolm Collins advised the City Council that the Houston Galveston Area Council would be reviewing this project on April 1, 1975 and the papers would then be forwarded to the Texas Water Quality Board. A discussion was held between the City Council, City Engineer and the City Manager on the various papers to be filed with the Application. Mayor McComb read proposed Resolution No. 75-12 in full. s env 770.75-- ia- .lIt was moved by Councilman Reid, seconded by Councilman Farley that be passed and approved on first and only reading. Said Resolution No. 75-12 being as follows: WHEREAS, THE CITY OF PEARLAND, TEXAS, deems it necessary and proper to apply for a federal grant under the Federal Water Pollution Control Act Amendments of 1972, Public Law 92-500, and the rules and -regulations pursuant thereto. NOW THEREFORE BE IT RESOLVED BY THE ABOVE NAME APPLICANT THAT Carlton McComb, Mayor or his successor, is hereby authorized and directed to make application for a grant under Public Law 92-500 and the rules and regulations pursuant thereto, and to sign the acceptance of the grant, when made, and any other necessary documents required to complete the project on behalf of the above name applicant. 219 Voting "aye" - Councilman Farley and Councilman Reid. Voting "no" - Councilman Sanders Motion passed 2 to 1. /- Mayor McComb read proposed Ordinance No. 75-13 in full. It was moved by Councilman Farley, seconded by Councilman Reid that Resolution No. 75-13 i be passed and approved on first and only reading. Said Resolution No. 75-13 reads as follows: WHEREAS, the City of Pearland has made application to the Texas Water Quality Board and the Environmental Protection Agency for a federal grant pursuant to the Federal Water Pollution Control Act Amendments of 1972, Public Law 92-500, and the rules and regulations thereto. NOW THEREFORE, BE IT RESOLVED BY THE ABOVE NAMED APPLICANT that the application for which federal grant assistance has been requested pursuant to the Federal Water Pollution Control Act Amendments of 1972, Public Law 92-500, will be constructed to completion in accordancewith the laws, rules, and regulations and with the following project schedule. Councilman Sanders stated that he would not vote "aye" on any matter, that in his opinion, could conceivably obligate this Council and this City for Steps beyond Step 1.
