CITY OF PEARLAND, TEXAS
CITY COUNCIL REGULAR MEETING MINUTES
FEBRUARY 9, 2026
The City Council of Pearland, Texas convened in a meeting on Monday, February 9, 2026 at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.
I.CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 6:41 p.m.
II.INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF
AMERICA FLAG AND TEXAS FLAG
Mayor Cole gave the Invocation and Councilmember Cade led the Pledge of
Allegiance to the United States of America Flag and the Texas Flag.
III.ROLL CALL AND CERTIFICATION OF QUORUM

IV.CITIZEN COMMENTS
Nancy Stickler, with State Representative Jeff Barry's Office, presented a Resolution
to the City.
Victoria Forsberg spoke about safety in Avalon Terrace community.
Scott McReynolds, with Pearland Police Officers Association, spoke in favor of
Assistant Chief Dunham's appointment to Police Chief.
David Tilbury, with Pearland Professional Firefighters Association, spoke in favor of
the Civil Service Election.

A.Consideration and Possible Action - Approval of the minutes of the City
Council Special Meeting held on August 25, 2025, City Council and
Planning and Zoning Joint Workshop held on August 25, 2025, City
Council Regular Meeting held on August 25, 2025, City Council and
Planning and Zoning Joint Workshop held on December 15, 2025, and
City Council Regular Meeting held on December 15, 2025.
B.Consideration and Possible Action - Second Reading of Ordinance No.
UDC 2000T-41 - An Ordinance of the City Council of the City of Pearland,
Texas, for the purpose of amending to the Unified Development Code of
the City of Pearland, Texas, Ordinance No. 2000T, Chapter 2, Section
2.5.2.1 and 2.5.2.2 to include Short-Term Rental in The Residential Land
Use Matrix and The Non-Residential Land Use Matrix; Chapter 5, Section
5.1.1.1 (a)(229), to revise the definition of Family; and Chapter 5, Section
5.1.1.1 (a), to define Short-Term Rental; and containing a savings clause,
a severability clause, and an effective date and other provisions related
to the subject.
C.Consideration and Possible Action - Resolution No. R2026-28 - A
Resolution of the City Council of the City of Pearland, Texas, accepting
the Office of City Secretary’s determination that a Petition for the
adoption of the Fire Fighters’ Civil Service Law for the Pearland Fire
Department, pursuant to Chapter 143 of the Texas Local Government
Code, has met the signature requirements of the Texas Election Code
(“Code”) and accepting the results of the petition into the City’s official
record.
D.Consideration and Possible Action - Resolution No. R2026-34 - A
Resolution of the City Council of the City of Pearland, Texas, ordering a
Special Election to be held on May 2, 2026, for the purpose of
considering the adoption of the Fire Fighters’ Civil Service Law for the
Fire Department pursuant to Chapter 143, Texas Local Government Code;
establishing the procedure; and providing for other related matters
related thereto.
E.Consideration and Possible Action - Resolution No. R2026-35 - A
Resolution of the City Council of the City of Pearland, Texas, ordering a
Special Election to be held on May 2, 2026, for the purpose of
considering amendments to the City Charter of the City of Pearland
establishing the procedure; and providing for other related matters
related thereto.
F.Consideration and Possible Action - Resolution No. R2026-36 - A
Resolution of the City Council of the City of Pearland, Texas, ordering a
Special Election to be held on May 2, 2026, for the purpose of electing
one (1) Councilmember by position, from the City at large, for
Councilmember Position two (2), for the remainder of the term;
establishing the procedure; and providing for other related matters
related thereto.
G.Consideration and Possible Action - Resolution No. R2026-33 - A
Resolution of the City Council of the City of Pearland, Texas, ordering a

General Election to be held on May 2, 2026, for the purpose of electing
three (3) Councilmembers by position, from the City at large, for Mayor;
Councilmember Position three (3); and Councilmember, Position seven
(7), for a term of three (3) years; establishing the procedure; and
providing for other related matters related thereto.
H.Consideration and Possible Action - Resolution No. R2026-39 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to enter into Letter Finance Agreements
with Reinvestment Zone No. 2, City of Pearland, Texas, associated with
street improvements along Broadway Street, expanded roadway and
bridge replacement on Kingsley (Almeda School Road) over Clear Creek,
recreational improvements to the Sportsplex at Shadow Creek Ranch,
and trail/trailhead improvements along Clear Creek (Clear Creek Trail
Masterplan Segment 1.2).
I.Consideration and Possible Action - Resolution No. R2026-29 - A
Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Office of the Governor, Criminal Justice Division, FY
2027 Victim Assistance, General Victim Assistance Direct Services
Program (VOCA); Grant Number 58257-01, in the total amount of
$169,727.00.
J.Consideration and Possible Action - Resolution No. R2026-30 - A
Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Office of the Governor, Criminal Justice Division, FY
2027 Criminal Justice Grant Program; Grant Number: 57743-01, in the
total amount of $92,842.00.
K.Consideration and Possible Action - Resolution No. R2026-31 - A
Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Office of the Governor, Criminal Justice Division, FY
2027 Rifle-Resistant Body Armor Grant Program; Grant Number 57738-01,
in the total amount of $27,582.00.
L.Consideration and Possible Action - Resolution No. R2026-32 - A
Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Office of the Governor, Criminal Justice Division, FY
2027 Peace Officer Mental Health Program; Grant Number: 57740-01, in
the total amount of $138,447.00.
M.Consideration and Possible Action - Resolution No. R2026-40 - A
Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Office of the Governor, Criminal Justice Division, FY
2027 Internet Crimes Against Children Grant Program; Grant Number
57642-01, in the total amount of $103,561.00.

VI. MATTERS REMOVED FROM CONSENT AGENDA
N.Consideration and Possible Action - Resolution No. R2026-26 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
an expenditure of the Pearland Economic Development corporation
(PEDC), for engineering and design services associated with the
conceptual design of the Old Town Revitalization Plan-Grand Link
Project, in the estimated amount of $289,500.00.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
VII. NEW BUSINESS
1.Consideration and Possible Action - Resolution No. R2026-25 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
an expenditure of the PEDC, for engineering and design services
associated with the reconstruction of Shank Road, in the estimated
amount of $871,708.00.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
2.Consideration and Possible Action - Resolution No. R2026-5 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
unit price contract for asphalt repair services to Forde Construction
Company, Inc., in an amount not to exceed available budget dollars.
