PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
FEBRUARY 12, 2026
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on February 12, 2026, at the Pearland Recreation &
Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following
represents the actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairperson Waguespack called the meeting to order at 8:34 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairperson Waguespack, Vice Chairperson Pecknold,
Member Campo, Member Gillum, Member Heflin, Member Hurd, and Member
Morales.
City staff members present were Monica Montoya-Phelps, Assistant Director of
Parks & Recreation; August Vandiver, Recreation Program Manager; and Shelby
Lowe, Executive Assistant.
Ill. CITIZEN COMMENTS
No citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action - Approval of the minutes of the Parks,
Recreation, and Beautification Board meeting held on January 8, 2026.
Member Hurd motioned to approve the January meeting minutes as written,
seconded by Member Campo.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Gillum, Member Heflin, Member Hurd, and Member
Morales.
Nays: None.
Motion passed.
2. Consideration and Possible Action - Excuse the absence of Member Morales and
Member Pecknold from the January 8, 2026 Parks, Recreation, and Beautification
Board Meeting.
Member Gillum motioned to approve the excused absence, seconded by
Member Campo.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Gillum, Member Heflin, Member Hurd, and Member
Morales.
Nays: None.
Motion passed.
3. Report from Parks, Recreation, and Beautification Board Members.
Vice Chairperson Pecknold congratulated the Parks & Recreation
Department for recent awards from the Texas Recreation & Park Society —
East Region.
Chairperson Waguespack asked if January's winter weather affected
operations. Assistant Director Montoya-Phelps confirmed there were no
interruptions.
4. Report from Forever Parks Foundation.
Chairperson Waguespack provided updates on the forthcoming
fundraising capital campaign for Independence Park Phase II. She noted
that the Forever Parks Foundation recently marked their anniversary at Ed
Thompson Inclusive Park. She also highlighted ongoing fundraising
efforts, including a current survey fundraiser and the upcoming Mayor
Cole's Golf Tournament.
5. Staff Presentation on 2026 Summer Camp Programming Updates.
August Vandiver presented updates regarding 2026 Summer Camp
programming.
No further discussion.
6. Discussion regarding FY2027 Departmental Staffing Plan.
Assistant Director Montoya-Phelps presented information regarding the
FY2027 Departmental Staff Plan.
Member Gillum inquired about the plan's submittal and implementation
process.
No further discussion.
7. Director's Report.
Assistant Director Montoya-Phelps presented the following updates:
• Information regarding the upcoming FY2027 City Budget Kick-off
scheduled for February 16th 2026.
• Update on Pearland Half Marathon scheduled for February 22,
2026.
• Upcoming Sunset Cinema Event scheduled for March 12, 2026.
• City of Pearland TRAPS (Texas Recreation and Park Society) -
East Region awards
o Lone-star Programming Award: Acorn & Oaks
o Young Professional of the Year: Brandon Jones
o Director of the Year: Carry Capers
• Recreation Center closure due to scheduled events February 27,
2026 through March 1, 2026.
o Gymnastics Meet
o Swim Meet
o Baseball Tournament
o Event logistics
o Parking/Shuttle solutions
o Facility closure to RCN Members
• Recreation Center Manager position has been accepted. Employee
will join the Department later in February.
V. ADJOURNMENT
Meeting was adjourned at 9:40 a.m.
