HomeMy WebLinkAbout20260108 Parks Recreation and Beautification Board Regular Meeting MinutesCITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES JANUARY 8, 2026 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on January 8, 2026, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Chairperson Waguespack called the meeting to order at 8:34 a.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present were Chairperson Waguespack, Member Campo, Member Gillum, Member Heflin, and Member Hurd. City staff members present were Carry Capers, Director of Parks & Recreation ; Kevin Carter, Assistant Director of Parks & Recreation; and Shelby Lowe, Executive Assistant. III. CITIZEN COMMENTS No citizen comments. IV. REGULAR AGENDA 1. Consideration and Possible Action - Approval of the minutes of the Parks, Recreation, and Beautification Board meeting held on December 11, 2025. Member Hurd motioned to approve the December meeting minutes as written, seconded by Member Gillum. Ayes: Chairperson Waguespack, Member Campo, Member Gillum, Member Heflin, and Member Hurd. Nays: None. Motion passed. 2. Consideration and Possible Action - Excuse the absence of Member Heflin from the December 11, 2025 Parks, Recreation, and Beautification Board Meeting. Member Campo motioned to approve the excused absence, seconded by Member Hurd. Ayes: Chairperson Waguespack, Member Campo, Member Gillum, Member Heflin, and Member Hurd. Nays: None. Motion passed. 3. Report from Parks, Recreation, and Beautification Board Members. Member Gillum announced that the Off-Road Biking Association’s new website is live and they met with Commissioner Ellis’s Office about extending trails near Tom Bass Park. Member Hurd asked about the park lights in December but had no updates. Member Heflin said the Hometown Christmas Festival and Parade had a good turnout and his family enjoyed it. Member Campo also praised the festival and parade, complimenting staff. Chairperson Waguespack noted the milder weather increased park attendance and received positive feedback on the festival and parade. She enjoyed the float voting on social media and asked about the Rec Center Annual Closure. 4. Report from Forever Parks Foundation. Chairperson Waguespack shared information regarding the upcoming fundraising capital campaign for Independence Park Phase II. She shared that Jeff Webb, the President of the Forever Parks Foundation has an interview being published soon with the Community Impact Newspaper. She shared that the Forever Parks Foundation would be attending the ReelAbilities Film Festival Houston on January 25th, 2026, if any members were interested in attending and supporting the Forever Parks Foundation. 5. Discussion regarding updates to Southdown Park Playground and Splash Pad. Kevin Carter presented updates regarding the current Southdown Park Playground and Splash Pad project. No further discussion. 6. Director's Report. Director Capers presented the following updates: • Hometown Christmas Festival and Parade event details. • Upcoming City Council Regular Meeting Items: o Renewal of Forever Parks Foundation Contract. o Creekside Park Playground. ▪ Correcting name on contract to match co-op contract being utilized. • Summer Camp information will be coming soon. • Pickleball Leagues will be starting soon. • Invitation to UFCU Pearland Branch Grand on January 14th, 2026. Assistant Director Carter presented the following updates: • FEMA Beryl Project: Centennial Park pavilion roof replacement project. • Veteran’s Sports Complex athletic field lighting project is currently in the bidding phase of the project. • Veteran’s Sport Complex fencing project is complete. • The Sports Complex at Shadow Creek Ranch project for turf conversion is currently underway. • Hillhouse Parks Maintenance Building project is almost complete. Our Parks Maintenance Team should be moving into the building around February or March 2026. • Hickory Slough Sports Complex project is currently in the design phase of the project. V.
