JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
AUGUST 25, 2025
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, August 25, 2025 at the Pearland City Hall Council Chambers, 3519 Liberty
Drive, Pearland, Texas. The following represents the actions taken by City Council and Planning
and Zoning Commission in the order they occurred during the meeting. All motions are made by
Council and Planning and Zoning in consecutive order, as determined by the Mayor.

V.PURPOSE OF THE WORKSHOP NO. 1
1.A request by Travis Donnell, Rockport Ventures, LLC applicant, on behalf
of Terry Opplinger, Jachel Partnership, Ltd., owner, for a Planned
Development as required by the Unified Development Code, regarding a
proposed development consisting of 300 multi-family units on
approximately 15.0375 acres of land, to wit:
Legal Description: A 15.0375-acre tract of land situated in the H.T. & B.R.R.
Company Survey, Abstract No. 547, Brazoria County, Texas.
General Location: North of Magnolia Parkway, West of Manvel Road,
Pearland, Texas.
Presentation was provided by Katya Copeland, Planning Manager, Terry
Opplinger, property owner with Jachel Partnership, LTD., and Travis Donnell,
Managing Principal with Rockport Ventures, LLC.
VI.ADJOURNMENT
Mayor Cole adjourned the meeting at 6:14 p.m.
The Minutes were approved on this the 9th day of February 2026.
