PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD
ON JANUARY 8, 1996, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The hearing was called to order with the following present:

PERSONS WISHING TO SPEAK IN SUPPORT:
1. Paul Staton - 6550 Fair Street, Houston, Texas. Mr. Staton
spoke on behalf of the sellers of the property. He pointed
out that this project will create 10-25 jobs and increase the
tax base for the City of Pearland.
2. Harold Lott, P. O. Box 79591, Houston, Texas 77279. Mr. Lott
stated that he is the agent for the seller, but also has a
contract to purchase the land. He explained the proposed uses
for the property in question, which is to manufacture urethane
products; mix them into two-part components; and package them
r.
into 1 -gallon containers, 5 -gallon containers, or 55 -gallon
drums. Mr. Lott also noted that the products are organic and
will not create an environmental problem. He stated that the
property would contain an area for manufacturing the products,
a laboratory, and an office.
STAFF REVIEW:
A map of the area in question was shown.
Jim Berry, Economic Development Director, stated that the PEDC had
been working with this company to help them find a site and
recommended that Council approve this application.
PERSONS WISHING TO SPEAK AGAINST: None
QUESTION AND ANSWER PERIOD
Councilmember Beckman requested clarification with regard to why
this business was considered heavy industrial over light
industrial. Assistant City Manager Burdine explained that it was
solely because of the manufacturing process.
Planning & Zoning Commission Vice Chair Emil Beltz inquired as to
whether EPA had given their approval of this project. Mr. Burdine
noted that TNRCC is the issuing agency and further pointed out that
approval is not required because of the nature of the product.
Mayor Reid announced that the Planning & Zoning Commission would be
meeting in the Second Floor Conference Room immediately following
the public hearing.
