HomeMy WebLinkAbout20251211 Parks Recreation and Beautification Board Regular Meeting MinutesCITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES DECEMBER 11, 2025 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on December 11, 2025, at the Pearland City Hall, Pearland Economic Development Corporation Board Room, Suite 350, 3519 Liberty Drive, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Chairperson Waguespack called the meeting to order at 8:30 a.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present were Chairperson Waguespack, Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Hurd and Member Morales. City staff members present were Carry Capers, Director of Parks & Recreation ; and Shelby Lowe, Executive Assistant. Others present were Aaron Tuley and Jackson Marvel with Baxter & Woodman. III. CITIZEN COMMENTS No citizen comments. IV. REGULAR AGENDA 1. Consideration and Possible Action - Approval of the minutes of the Parks, Recreation, and Beautification Board meeting held on November 13, 2025. Member Hurd motioned to approve the November meeting minutes as written, seconded by Vice Chairperson Pecknold. Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Hurd and Member Morales. Nays: None. Motion passed. 2. Consideration and Possible Action - Excuse the absence of Member Campo from the November 13, 2025 Parks, Recreation, and Beautification Board Meeting. Member Gillum motioned to approve the excused absence, seconded by Member Hurd. Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member Campo, Member Gillum, Member Hurd and Member Morales. Nays: None. Motion passed. 3. Report from Parks, Recreation, and Beautification Board Members. Vice Chairperson Pecknold thanked the Board for all the members showing up to the Hometown Christmas Festival and said she had a great experience at the Festival and Parade. Member Campo stated that she had a great experience at the Hometown Christmas Festival and Parade as well. Member Gillum stated that he had a great experience at the Hometown Christmas Festival and Parade. He shared that he worked the Parks, Recreation and Beautification Board booth at the Festival and talked to attendees about Independence Park Capital Campaign and Phase II. Member Gillum shared that the youth biking team is active. Member Morales shared that she also had a great time at the Hometown Christmas Parade and Festival. She inquired about the vendor for the drone show. Member Hurd was a vendor at the market at the Hometown Christmas Festival and said it was very successful. He complimented the drone show , other market vendors, strolling entertainers, park lights and the snow area. Chairperson Waguespack stated that she had a great experience at the Hometown Christmas Festival and Parade. She noted that there were more parade entries this year. 4. Report from Forever Parks Foundation. Chairperson Waguespack shared information for the upcoming Tour de Lites event hosted by the Forever Parks Foundation and that City Staff and the Forever Parks Foundation are currently working on the upcoming contract renewal between both parties. 5. Presentation regarding updates to the 2025 Parks, Recreation, Open Spaces, and Trails Management Plan. Aaron Tuley and Jackson Marvel presented updates regarding the 2025 Parks, Recreation, Open Spaces, and Trails Management Plan. No further discussion. 6. Director's Report. Director Capers presented the following updates: • Hometown Christmas Festival and Parade event highlights. • Details regarding the Recreation Center’s current annual maintenance facility closure. o Court flooring resurfacing. o Facility deep cleaning. o Replacing outdated equipment. o Recreation Center Staff compliance trainings being conducted this week. ▪ Recreation Center front desk staff members went on a Park Bus Tour to have a better understanding of the Department. • Current Department Project Updates: o Southdown Park playground and splashpad replacement project is currently ahead of schedule. o Playground replacement for Creekside Park is currently in the manufacturing. Director Capers shared that the goal is to bring the City Neighborhood Park and the HOA Park communities together with this project. o Veteran’s Sports Complex fencing replacement project from Hurricane Beryl damages is almost complete. o The Natatorium deck replacement project is currently in the design stage. Parks and Recreation, CIP and Finance Staff are currently researching procurement options for this project. • Spring recreation programing update s. V.
