A. Consideration and Possible Action - Approval of the minutes of the
Pearland City Council Special Meeting held on October 27, 2025; City
Council Regular Meeting held on October 27, 2025; City Council Regular
Meeting held on November 10, 2025; City Council and Planning and
Zoning Joint Workshop held on November 17, 2025; City Council Regular
Meeting held on November 17, 2025; and City Council Special Meeting
held on November 24, 2025.
B. Consideration and Possible Action - Resolution No. R2025-213 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
a second extension of Preliminary Plat 22-112 (Magnolia Creek, Section
1) in accordance with Section 1.2.5.4 of the Unified Development Code.
C. Consideration and Possible Action - Resolution No. R2025-214 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
a second extension of Preliminary Plat 22-113 (Magnolia Creek, Section
2) in accordance with Section 1.2.5.4 of the Unified Development Code.
D. Consideration and Possible Action - Resolution No. R2025-196 - A
Resolution and Order of the City Council of the City of Pearland, Texas,
casting votes for candidates for the Brazoria County Appraisal District
Board of Directors for a four (4) year term beginning January 1, 2026.
E. Consideration and Possible Action - Resolution No. R2025-195 - A
Resolution and Order of the City Council of the City of Pearland, Texas,
casting votes for candidates for the Fort Bend Central Appraisal District
Board of Directors for a four (4) year term beginning January 1, 2026.
F. Consideration and Possible Action - Resolution No. R2025-194 - A
Resolution and Order of the City Council of the City of Pearland, Texas,
casting votes for candidates for the Harris Central Appraisal District
Board of Directors for a four (4) year term beginning January 1, 2026.
G. Consideration and Possible Action - Resolution No. R2025-201 - A
Resolution of the City Council of the City of Pearland, Texas, accepting
the City’s Investment Report for the quarter ending June 2025.

I. Consideration and Possible Action - Resolution No. R2025-147 - A
Resolution of the City Council of the City of Pearland, Texas, adopting an
Amended Investment Policy, Investment Strategy, and approved Brokers
in accordance with Chapter 2256 of the Government Code (“Public Funds
Investment Act”).
J. Consideration and Possible Action - Resolution No. R2025-197 - A
Resolution of the City Council of the City of Pearland, authorizing the use
of Federal Emergency Management Agency (FEMA) Hazard Mitigation
Grant Program (HMGP) funds for the buyout acquisition of real property
located at 2701 Green Tee Dr. (“Property”), to be demolished, owned, and

maintained as greenspace in perpetuity by the City of Pearland.
K. Consideration and Possible Action - Resolution No. R2025-199 - A
Resolution of the City Council of the City of Pearland, Texas, amending
Texas General Land Office (GLO) contract No. 20-065-106-C288,
associated with the City Capital Improvement Drainage Program Projects,
in the additional amount of $275,039.12 (total contract of $2,921,186.12).
L. Consideration and Possible Action - Resolution No. R2025-200 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
execution of an Advance Funding Agreement (AFA) with the Texas
Department of Transportation for Pearland Parkway at Barry
Rose/Hughes Road Intersection Improvements Project.
M. Consideration and Possible Action - Resolution No. R2025-179 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
professional services contract to Prime Controls, LP for the SCADA
Improvement Project (Phase3C), in the estimated amount of $209,088.00.
N. Pulled for discussion.
Councilmember Koza made the motion, seconded by Councilmember Cade to
approve the Consent Agenda items A-N, except H and N.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.

VI. MATTERS REMOVED FROM CONSENT AGENDA
H. Consideration and Possible Action - Resolution No. R2025-148 - A
Resolution of the City Council of the City of Pearland, Texas, amending
the City’s Comprehensive Financial Management Policy Statement.
Councilmember Koza made the motion, seconded by Councilmember
Fernandez to approve Resolution No. R2025-148.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
N. Consideration and Possible Action - Resolution No. R2025-205 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
supply contract with BDP Industries, Inc., for the purchase of repair and
replacement parts (Belt Presses) serving the Reflection Bay Reclamation
Facility, in the amount of $121,182.99.
Councilmember Koza made the motion, seconded by Councilmember
Fernandez to approve Resolution No. R2025-205.

VII. PUBLIC HEARING NO. 1
1. Public Hearing: A request by Daniela Braganholo applicant, on behalf of
Paradise Cemetery South, Inc., owner, for approval of a Conditional Use
Permit (CUP) for Recreation Center (private, for profit) use on
approximately 2.960 acres (128,938 sq.ft.) of land within the Cullen-Mixed
Use (C-MU) District, to wit:
Legal Description: Reserve “A”, Block 15 in the Plat of Paradise
Cemetery South, a subdivision in Brazoria County, Texas, according to
the map or plat thereof recorded in Volume 19, Page 261-262 of the Plat
Records of Brazoria County, Texas.
General Location: 2237 Cullen Parkway, Pearland, TX.
Mayor Cole opened the Public Hearing.
Presentation was provided by Katya Copeland, Planning Manager.
Reid Wilson, Real Estate and Land Use Attorney with Wilson Cribbs and
Goren; Daniela Braganholo, R.A., applicant with Harry Gendel Architects;
Jorge Guerra, P.E. with ALJ Lindsey; and Ronnie Buggs, General Manager
with Paradise Funeral Home & Cemeteries, gave a presentation and were
present to answer questions from Council.
There were no citizen comments.
Mayor Cole closed the Public Hearing.
VIII. NEW BUSINESS
1. Consideration and Possible Action - Resolution No. R2025-CUP2025-0213
- A Resolution of the City Council of the City of Pearland, Texas,
approving a Conditional Use Permit (CUP) for Recreation Center (private,
for profit) use within the Cullen-Mixed Use (C-MU) District, on
approximately 2.960 acres (128,938 sq.ft.) of land being Reserve “A”,
Block 15 in the Plat of Paradise Cemetery South, a subdivision in
Brazoria County, Texas, according to the map or plat thereof recorded in
Volume 19, Page 261-262 of the Plat Records of Brazoria County, Texas
(located at 2237 Cullen Parkway, Pearland, Texas). Conditional Use
Permit No. CUP2025-0213, for Recreation Center (private, for profit) use
within the Cullen-Mixed Use (C-MU) District, at the request of Daniela
Braganholo applicant, on behalf of Paradise Cemetery South, Inc., owner,
containing a savings clause, a severability clause, and an effective date
and other provisions related to the subject.

2. Consideration and Possible Action - First Reading of Ordinance No. 1650-
1 - An Ordinance of the City Council of the City of Pearland, Texas,
amending Ordinance No. 1650, the 2025-2026 Annual Budget Ordinance,
to facilitate the changes identified herein; providing a savings clause, a
severa-bility clause, a repealer clause, and an effective date.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
3. Consideration and Possible Action - Resolution No. R2025-203 - A
Resolution of the City Council of the City of Pearland, Texas, hereinafter
referred to as “Applicant,” designating certain officials as being
responsible for, acting for, and on behalf of the Applicant in dealing with
the Texas Parks & Wildlife Department, hereinafter referred to as
“Department,” for the purpose of participating in the Local Parks Rider
2025, hereinafter referred to as the “Program”; certifying that the
Applicant is eligible to receive program assistance; certifying that the
Applicant matching share is readily available; and dedicating the
proposed site for permanent public park and recreational uses.

Mayor Pro-Tem Byrom made the motion, seconded by Councilmember
Carbone to approve Resolution No. R2025-203.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
4. Consideration and Possible Action - Resolution No. R2025-204 - A
Resolution of the City Council of the City of Pearland, Texas, amending a
service and supply contract for water and wastewater maintenance to
Vector Controls & Automation Group, in the additional amount of
$500,000.00 (total contract amount of $1,650.000.00).
Councilmember Cade made the motion, seconded by Councilmember
Fernandez to approve Resolution No. R2025-204.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
5. Consideration and Possible Action - Resolution No. R2025-202 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to participate in an interlocal
cooperative pricing arrangement for the purchase of Manhole
Rehabilitation Services for 1-year: from December 9, 2025, to December
8, 2026, in the estimated annual amount of $500,000.00, from National
Works, Inc.
Councilmember Fernandez made the motion, seconded by Councilmember
Cade to approve Resolution No. R2025-202.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
IX. OTHER BUSINESS
There were no other business items.
X. MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION
There were no issues to discuss.
XI. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE
