1974-07-29 CITY COUNCIL PUBLIC HEARING MEETING MINUTES�1 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 29, 1974, AT 7430 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Carlton McComb Councilman Cecil W. Griffin Councilman harry Farley Councilman Gene E. Sanders Councilman Tom Reid Councilman Benny J, Frank- rankCity CityManager Willaazn E. Woiff City Attorney Bobby J. Williams City Engineer Malcolm Collins City Secretary Dorothy L. Cook Others present: C. Earle Maxwell, Realtor PURPOSE OF THE HEARING: Street Assessment Hearing against abutting property owners for a portion of the cost of improvements to Trelawney Drive, STREET IMPROVEMENT COST DISTRIBUTION: Trelawney (From Union Valley to Meadowvillel: Linear Feet 931,55. Total Property Footage Abutting Improvements 1,803.00 feet; Owner'`s Assessment $2,00 per: -front foot; Property Owner's Cost $3,726.18; Total Construction Cost $ 5,990.70. TESTIMONY ON BEHALF OF CITY! City°s Cost above assessment $2,204.52; Bobby Williams, City Attorney, called for testimony by Malcolm Collins, City Engineer, Mr. Collins testified that prior to improvement of TrelAwney Drive the street was a shell street with open bar ditches. The shell surface of the street was somewhere. between 16 feet and 18 feet. Mr. Collins testified that the street now has:=a 7" crushed rock base with a double penetration surface, that is of this date a trip�3�e. penetration. Mr. Collins testified that the property owners abutting Trelawney Drive are paying less than 90% of the cost of construction of the improvements. The property owners percentage is 62%, and the City's percentage is 38% of the total cost of improvements. Mr. Collins recommended that the Council accept this street as improved. Bobby Williams, City Attorney, called for testimony by C. Earle Maxwell, Realtor. Mr. Maxwell testified that he had made an.inspection of this street at the request of the City Attorney, after improvements were made. Also, that he was familiar f' with the construction of the street prior to the improvements. Mr. Maxwell testified that the improvements have enchanced the value of the property of owners abutting Trelawney Drive in an amount in excess of $2.00 per front foot. PROPERTY OWNER'S TESTIMONY: No property owners present at this meeting. 101 ORDINANCES CLOSING HEARING AND ACCEPTING STREET: It was moved by Councilman Frank, seconded by Councilman Sanders that the City Council omit reading ordinances at Public Hearings and read the ordinances at regular meetings.
