PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
NOVEMBER 13, 2025
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on November 13, 2025, at the Pearland Recreation &
Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following
represents the actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairperson Waguespack called the meeting to order at 8:34 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairperson Waguespack, Vice Chairperson Pecknold,
Member Gillum, Member Heflin, Member Hurd and Member Morales.
City staff members present were Carry Capers, Director of Parks & Recreation ;
Kelly Moody, Special Events & Development Manager; Shelby Lowe, Executive
Assistant.
Others present were Aaron Tuley and Jackson Marvel with Baxter & Woodman.
III. CITIZEN COMMENTS
No citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action to approve the minutes of the Parks, Recreation,
and Beautification Board meeting held on October 9, 2025.
Member Hurd motioned to approve the October meeting minutes as written,
seconded by Member Heflin.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Gillum, Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
2. Consideration and Possible Action to excuse the absence of Member Pecknold
from the October 9, 2025 Parks, Recreation, and Beautification Board Meeting.
Member Heflin motioned to approve the excused absence, seconded by
Member Hurd.
Ayes: Chairperson Waguespack, Vice Chairperson Pecknold, Member
Gillum, Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
3. Report from Parks, Recreation, and Beautification Board Members.
Member Gillum reported attending the Outdoors For All Event on November
1st. He provided updates on the Clear Creek Biking Association, noting an
increase in membership following a women’s and girls’ specific event.
Member Hurd expressed appreciation for the signs at Independence Park that
display phase II of the park and the Capital Fundraising Campaign.
Member Heflin attended the Fall For It Market Event and Hops & History in
October and found both events enjoyable. He mentioned his busy schedule
umpiring at the Sports Complex at Shadow Creek Ranch.
Member Morales discussed her opportunity to learn about new art
installations being designed for the Sports Complex at Shadow Creek Ranch
and Zychlinski Park as part of the Visit Pearland project. She also volunteered
with the Nature Center at the Outdoors For All Event on November 1st.
Additionally, her family recently had a picnic and watched the demolition of
the playground at Southdown Park.
Chairperson Waguespack and Vice Chairperson Pecknold had no updates to
share.
4. Report from Forever Parks Foundation.
Chairperson Waguespack reported that the Hops & History Event was
successful this year. She announced that the Foundation's next event, Tour
de Lites, is scheduled for December 13th.
5. Presentation provided by staff regarding upcoming special events.
Kelly Moody presented information regarding the following upcoming
special events:
• Hometown Christmas Festival – December 5th, 2025
o The Parks Board intends to have a booth at the event for
community outreach.
• Hometown Christmas Parade – December 6th, 2025
o There was a discussion on nominations for the Parade
Grand Marshall.
• Christmas Lights Display at Independence Park – ongoing from
December 1st through December 26th
o The Christmas lights are powered by electric vehicles
donated by Bayway Chevrolet.
o Several pop-up performances will be held throughout
December at the park.
• Tour de Lites (hosted by Forever Parks Foundation) - December
13th, 2025
6. Presentation regarding updates to the 2025 Parks, Recreation, Open Spaces, and
Trails Management Plan.
Aaron Tuley and Jackson Marvel presented updates regarding the 2025
Parks, Recreation, Open Spaces, and Trails Management Plan.
No further discussion.
7. Director's Report.
Director Capers presented the following updates:
• Updates on repairs at the Veteran’s Sports Complex.
• The Southdown Park playground renovation project has
commenced, with an estimated completion date of March 2026.
• Construction for the Creekside Park playground project is
scheduled to begin in January 2026.
• The Recreation Center’s annual facility closure for deep cleaning
and building maintenance is planned from December 8th to
December 12th.
• The turf field conversion project at the Sports Complex at Shadow
Creek Ranch will commence in December 2025.
• TIRZ Amendment #6 will be discussed at the upcoming City
Council Meeting. This amendment will impact the following areas:
o Shadow Creek Ranch Trail System
o Clear Creek Trail, featuring a leisure nature trail and an
athletic fitness trail.
o Installation of wayfinding signage within the Shadow Creek
Ranch Trail System.
o Addition of athletic fields at the Sports Complex at Shadow
Creek Ranch.
• The City has acquired parkland property located at the corner of
Pearland Parkway and John Lizer Road, opposite Independence
Park.
• Updates on past weekend events:
o A significant UFSA Softball Tournament.
o A successful swim meet at the Natatorium.
o The Veterans Day Walk at the Recreation Center, which saw
a 35% increase in participation this year.
• Recent staffing updates within the Parks & Recreation Department.
V. ADJOURNMENT
Meeting was adjourned at 10:11 a.m.
