The following represents the actions taken by City Council and Planning and Zoning Commission in the order they occurred during the meeting. All motions are made by Council and Planning and Zoning in consecutive order, as determined by the Mayor. I.CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 4:00 p.m. II.ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL Mayor J. Kevin Cole Mayor Pro-Tem Clint Byrom Councilmember Joseph Koza Councilmember Tony Carbone Councilmember Mona Chavarria Councilmember Layni Cade Councilmember Rick Fernandez Councilmember Rushi Patel City Manager Trent Epperson Deputy City Attorney Lawrence Provins Deputy City Secretary Gladis Sanchez All members were present. III.ROLL CALL AND CERTIFICATION OF QUORUM - PLANNING AND ZONING COMMISSION Chair Derrell Isenberg Vice Chair Jenifer Stockdick Commissioner Henry Fuertes Commissioner Thomas Echols Commissioner Trey Haskins Commissioner Jennifer Henrichs All commissioners were present except Commissioner Shad Comeaux. IV.CITIZEN COMMENTS There were no citizens comments. V.PURPOSE OF THE WORKSHOP Page 1 of 2 Docusign Envelope ID: A0AAB172-A93E-423D-95AD-FDAA31EED216 Pearland City Council and Planning and Zoning Minutes November 17, 2025 1.Input and Discussion: A request by Planned Community Developers V, LTD., applicant, on behalf of Pearland Lifestyle Center, L.P., owner, for a Planned Development Workshop as required by the Unified Development Code, regarding a proposed mixed-use development consisting of retail, entertainment, office, live/work, high-density single-family, multi-family, and amenities, on approximately 122 acres of land. Legal Description: Being 119.069 acres of land located in the James Hamilton Survey, Abstract 881, Harris County, Texas, more particularly being all of Lot "A" and a portion of Restricted Reserve "B" of The Final Plat of The Promenade Shops at the Spectrum, a subdivision of 122.623 acres of land on record in Film Code Number 610201, in the Map Records of said Harris County, Texas (H.C.M.R.) and the 5.00 acre tract conveyed to Pearland Lifestyle Center, L.P. by instrument of record in File No. Y326977, Official Public Records of Real Property, of said Harris County, Texas (H.C.O.P.R.R.P.). General Location: South of Sam Houston Tollway west of State Highway 288, Pearland, Texas. Presentation was provided by Vance Wyly, Director of Community Development; Don Jassen, President & CEO with Planned Community Developers, LTD.; Blake Coleman, Principal with TBG; and Tiger Lyon, Design Director with Gensler.
