CALL TO ORDER
Secretary Shrum opened the meeting for the Zoning Board of Adjustments Meeting at 6:01 PM.

Also, present were Deputy City Attorney Lawrence Provins, Assistant City Attorney Katie Leiniger,
Community Development Deputy Director Martin Griggs, Planning Manager Katya Copeland,
Senior Planner Katie Peterson, Planner I Aria Bernal, Planner I William Genitempo, and Business
Administrator Jennifer Danley.
APPROVAL OF MINUTES
Consideration and Possible Action - Approve the ZBA Meeting Minutes from October 2, 2025.
Secretary Shrum read into the record the items on Approval of Minutes. Member Glenn made the
motion to approve, and Alternate Member Jacob seconded the motion.
Motion passed 4-0.
NEW BUSINESS
Secretary Shrum read into the record the item on Consideration and Possible Action — VAZ2025-
0458: Special Exception to Allow the Reconstruction of a Nonconforming Building Which Has
Been Damaged Beyond 50% of its Replacement Cost.

Public Hearing: A request by Jose Diosdado, applicant, on behalf of Jimmy and Jennifer
Ramirez, owners, for approval of a special exception as permitted by the Unified Development
Code, Ordinance No. 2000-T, to allow the reconstruction of a nonconforming building which has
been damaged to the extent of more than fifty percent (50%) of its replacement cost (Section
2.7.3.7(b)(4), to wit:
Legal Description: Lot 1, Block 1 in the Final Plat of Green Tee Terrace Section Four, a
subdivision in Harris County, Texas, according to the map or plat thereof recorded in Volume 340,
Page 110, of the map records of Harris County, Texas.
General Location: 2138 Country Club Drive, Pearland, Texas.
Senior Planner Peterson presented the staff report with exhibits. Ms. Peterson stated the
Special Exception is to allow the reconstruction of a nonconforming building damaged by more
than fifty percent of its replacement cost. She noted one written comment and a phone call
requesting additional information. Ms. Peterson reviewed the property history and summarized
the proposed site plan, stating the Special Exception met criterion four of the Unified
Development Code (UDC). Staff recommended approval.
Applicant Jose Diosdado, 8105 Jet Pilot Street, Houston, Texas 77075, was present in -person in
Council Chambers to answer questions.
Secretary Shrum called for public input.
Resident Ralph Anderson, 2131 Country Club Drive, Pearland, Texas 77581, expressed neutrality
to the request and had questions for staff regarding the Special Exception.
Discussion among the ZBA members focused on clarifying the requests and addressing the
speaker's questions.
No further discussion from Staff, ZBA Board or Public input.

to approve the Special Exception as presented, and Member locco seconded the motion.

0337
Public Hearing: A request by Hamad Elsaadi, applicant, on behalf of 2011 Property Inc., owner,
for approval of an extension of an already approved variance, as permitted by the Unified
Development Code, Ordinance No. 2000- T, to reduce the required 30' setback for parking and
maneuvering areas within the Corridor Overlay District Section 2.4.5.1(c)(2)), to wit:
Legal Description: Being a tract or parcel containing 0.8199 of an acre (35,718 square feet) of
land situated in the W.D.C. Hall Leage, Abstract Number 70, Brazoria County, Texas; being all of
a called 0.613 acre tract of record in the name of 2011 Property, Inc., in Brazoria County Clerk's
File (B.C.C.F.) Number 2024035106 and all of a called 0.2673 acre tract of record in the name of
2011 Property, Inc., in B.C.C.F. Number 2024045816; Saif 0.8199 acre tract also being out of and
a part of Commercial Reserve in Vie Villa, a subdivision duly of record in Volume 14, Page 60, in
the Plat of Records of Brazoria County (B.C.P.R.), Texas.
General Location: Northwest corner of Broadway Street and Yost Boulevard, Pearland, Texas.
Senior Planner Peterson presented the staff report with exhibits, explained the request is for an
extension of an approved variance to reduce the required thirty-foot setback for parking and
maneuvering areas within the Corridor Overlay District, which was previously approved at the
September 4, 2025, Zoning Board of Adjustments meeting. Ms. Peterson noted that the applicant
submitted a Conditional Use Permit (CUP) for a Supermarket/Grocery Store use and that the site
will require n8D|oUDQ. She stated that staff believes the applicant has shown good C8uSo and
demonstrated intent to pursue a building permit, nanonnnnendinQ approval of the extension.

There were no persons wishing to speak in favor or opposition to the request.
The Zoning Board of Adjustment discussion focused On clarifying the appropriate date for
extending the request.
