PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
OCTOBER 9, 2025
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on October 9, 2025, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the
actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairperson Waguespack called the meeting to order at 8:3 4 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairperson Waguespack, Member Campo, Member
Gillum, Member Heflin, Member Hurd and Member Morales.
City staff members present were Carry Capers, Director of Parks & Recreation .
City staff members present virtually were Kevin Carter, Assistant Director of Parks
& Recreation and Shelby Lowe, Executive Assistant.
Others present virtually were Aaron Tuley and Jackson Marvel with Baxter &
Woodman.
III. CITIZEN COMMENTS
No citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action to approve the minutes of the Parks, Recreation,
and Beautification Board meeting held on September 11, 2025.
Member Hurd motioned to approve the September meeting minutes as
written, seconded by Member Heflin.
Ayes: Chairperson Waguespack, Member Campo, Member Gillum,
Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
2. Consideration and Possible Action to excuse the absence of Member Gillum from
the September 11, 2025 Parks, Recreation and Beautification Board Meeting.
Member Hurd motioned to approve the excused absence, seconded by
Member Heflin.
Ayes: Chairperson Waguespack, Member Campo, Member Gillum,
Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
3. Report from Parks, Recreation, and Beautification Board Members.
Member Gillum shared updates regarding a local biking association adding
new Pearland members, Coyote Team registration and that there has been
an increase in trail runners recently. Member Heflin shared that he has been
out at the Sports Complex at Shadow Creek Ranch, helping to umpire.
Member Morales brought up the upcoming trail work near UHCL Pearland
Campus. Member Campo shared that she went to the Farmer’s Market
recently and signed up a football team to be a part of the Hometown
Christmas Parade. Chairperson Waguespack has been sharing sign up
information for the Hometown Christmas Parade and for vendors at the
Hometown Christmas Festival and she shared that she has been involved
with school activities. She also shared about the upcoming Hops & History
Event and mentioned upcoming cooler weather and people exploring
natural areas within the City.
4. Forever Parks Foundation Update.
Chairperson Waguespack mentioned the upcoming Hops & History Event
and that Visit Pearland did add a second date. She shared about the
upcoming Outdoors for All Event. Chairperson Waguespack shared
information about the ongoing Independence Park Capital Fundraising
Campaign. She mentioned the upcoming Tour de Lites Event scheduled in
December and ways for the Board can support the Foundation.
5. Discussion and Possible Action on Board Position Elections.
Member Hurd motioned to appoint Natalie Pecknold as Vice Chair person,
seconded by Member Gillum.
Ayes: Chairperson Waguespack, Member Campo, Member Gillum,
Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
Member Hurd motioned to appoint Julie Waguespack as Chairperson,
seconded by Member Campo.
Ayes: Chairperson Waguespack, Member Campo, Member Gillum,
Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
6. Discussion and Possible Action on Board Meeting Day and Time Changes.
Discussion was had by the Board and all members decided to keep the
Board Meeting current day and time.
No action taken.
7. Discussion regarding Independent Contractor Instructor Handbook.
No changes were suggested by the Board.
Member Hurd motioned to approve the proposed Independent Contractor
Handbook as written, seconded by Member Campo.
Ayes: Chairperson Waguespack, Member Campo, Member Gillum,
Member Heflin, Member Hurd and Member Morales.
Nays: None.
Motion passed.
8. Presentation regarding updates to the 2025 Parks, Recreation, Open Spaces, and
Trails Management Plan.
Aaron Tuley and Jackson Marvel presented updates 2025 Parks,
Recreation, Open Spaces, and Trails Management Plan.
Member Hurd asked about the data base and conditions of existing Parks
& Recreation Facilities and Parks. Member Gi llum mentioned the outreach
opportunity at Outdoors for All Event. Management Plan feedback was
discussed.
No further discussion.
V. ADJOURNMENT
Meeting was adjourned at 10:03 a.m.
