HomeMy WebLinkAbout2000-03-06 GAS AND PLUMBING CODE BOARD MEETING MINUTESMINUTES - SPECIAL MEETING OF THE GAS AND PLUMBING CODE BOARD OF ADJUSTMENTS AND APPEALS, OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, MARCH 6, 2000, AT 4:00 PM, IN THE SECOND FLOOR CONFERENCE ROOM OF CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS I CALL TO ORDER The meeting was called to order at 4:40 PM with the following present: Board Member Mike Besser Board Member Gary Shiver Board Member Ronald West City Engineer John Hargrove City Health Inspector John Harrist Director of Community Development & Services Gene Tumlinson Secretary Mona Ann Phipps II NEW BUSINESS A. CONSIDERATION AND POSSIBLE ACTION - V00-01, Request of Jerry Bevel of C.L.R., Inc., agent for Pearland Independent School District, for a variance from the 1997 Southern Building Code Congress International, Gas and Plumbing Code, Table 403.1, for the number of fixtures required and/or to include the fixtures in existing adjacent facilities, on the new Oiler Stadium. enry Hanisee and Ken Black of Cobourn, Linseisen & Ratcliff, Inc., and David Holland of Pearland Independent School District, presented a site plan showing the proposed stadium. City Health Inspector John Harrist expressed concern that they were only proposing one quarter of the required women's restroom facilities. He added that there must be some compromise. City Engineer John Hargrove asked if Director of Community Development and Services Gene Tumlinson knew how the figures for the SBCCI Table 403.1 were derived. Mr. Tumlinson replied that they SBCCI has a panel of people who write the codes. He added that he is sure that statistics and law suits, etc., dictate the codes. Henry Hanisee explained that there is a very large jump in the number of restroom facilities required from the 1994 and 1997 SBCCI codes. He stated that the 1994 code required twenty five (25) women's toilets and the 1997 requires forty nine (49). Ken Black stated that Presner Stadium only has seven toilets on each side of the field. He added that they have tripled the number of toilets required in the 1994 SBCCI code. He asked if there is any way that the City could adopt the 1994 code just for this project. Then, in three (3) to four (4) years they could add more restroom facilities if they are needed. He stated that the way the concession and restrooms are currently designed, they will cost approximately two hundred thousand dollars ($200,000.00). -1- A discussion ensued regarding the differences between the 1994 and the 1997 codes. Director of Community Development and Services Gene Tumlinson stated that the City has adopted the 1997 codes and could not approve use of any other code. He added that the Board is being asked to grant a variance from the 1997 SBCCI codes. A discussion ensued regarding the appropriateness of the location of the restroom facilities and the distance between them and the stadium. Ken Black asked if port -a -cans are allowed for special events. City Health Inspector John Harrist stated that port -a -cans are allowed for special events, however, a stadium should not be built with the idea of having to bring in port -a -cans on a regular basis. Board Member Ronald West stated that Pearland is still growing. very quickly, therefore, he feels that the stadium will be full. Mr. Black stated that this stadium is designed to be located near the High School, therefore, the band members, etc., would have access to the high school restroom facilities. Board Member Mike Besser stated that providing only one quarter of the restroom facilities that are required is highly inadequate whether it is because of money or not. He added that if they can not build an adequate facility at this time, they should wait until they can. City Engineer John Hargrove explained that Pearland High School had a winning season last year, therefore, they should expect a high attendance. A discussion ensued regarding access to the existing restroom facilities and the use of trough urinals in the proposed facility. Director of Community Developmenfand Services Gene Tumlinson statedthat he would contact Southern Building Code Congress to find out if the codes differentiate between an education type stadium and an entertainment stadium where alcohol is likely to be served. Health Inspector John Harrist suggested that this request be tabled until further information is obtained. Board Member Ronald West made a motion, seconded by Board Member Gary Shiver, to table this item until Tuesday, March 14, at 4:30 PM so that further information can be obtained. The motion passed 3 to 0.
