HomeMy WebLinkAbout1991-03-25 ANIMAL CONTROL BOARD MEETING MINUTESMinuttb jt a Public Hearing ot the Animal control Board of the City of Yearland, Texab, held ou March 25, 1991, at 7:UU P_M_ in the Municipal Courtroom, 2703 Veterans Drive, Pearland, Texas The meetiny was called to order with the following present: Board Member Ben Finales Board Member Susan Elam Board Member Bobby Stevener Board Member Parris Curry Animal Control Officer Renee Monceaux City Secretary's Oftice Leslie Schroeder Absent: Board Member Bill Putt PuiPOSE OF THE HEARING To review three dog bite incidents and determine the fate of the animal. MIXED BASSETT HOUND BELONGING TO MR_ BRIAN ORSAK, 3907 SPRING RIVER, PEARLAND, TEXAS Renee Monceaux, Animal conrol Officer, gave bac::kyLound iiifurma- tivi, Lcyarding the dog in question_ On July 22, 1990, a woman was in her yard when the doy crawled undeL hEL fe,u_e _ When the women attempted to run the dog oft, the doy bit ner. The second and third incidents ucc::urLCd un March 18, 1991_ The dog got out ot its yard and went onto a public street where it bit two peo- ple. At this time the dog was quarantined tor ten days. This quarantine period will End on Wednesday March 27, 1991_ Renee Monceaux made an agreement with Mr. Brian orsak, pet owner, reyardiny the first doy bite_ Under this agreement, Mr_ Orsak agreed to remove the doy from the city limits and never briny it back. Also at this time, Ms_ Monceaux waived the citation and tattooing. One year after the fiLt dug bite, Mr. Orsak moved back to Pear - land with the dog, viulatiny the ayreement made by the Animal Control Officer_ Mr_ Brian Orsak gave his account of what occurred on these three occasions. On the first incident, Mr. Orsak stated the dog either got out under a loose board in the fence or the neiyhbor's cat aggravated him and he got out of the fence. With reyard to the second and third bites, Mr_ Orsak stated several repairmen were in nis back yard and one of them left the yate open, letting the dog out_ Mr. ursak suyyested that he take the doy to a trainer ana have a psychiatric evaluation performed to determine it this behavior uuld be trained out of the day_ Also, Mi. OLsak suyyested he have the doy's canine teeth filed to lessen the cnance of a serious bite it this were to occur again. It was moved by Parris curry, seconaea by Ben Pinales, that Mr. Orsak must have the dog tattooed, his teeth tiled and Lemuve the doy well out of the city limits or have the doy put to sleep. Motion passed 4 to 0 Mr. Orsak stated he would make a decision by Wednesday, MaL�:h 27, 1991 when the doy's quarantine is up. ADJOURN The meeting adjourned at 8:47 P.M.
