CITY COUNCIL AND PLANNING AND ZONING COMMISSION
JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
SEPTEMBER 8, 2025
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, September 8, 2025 at the Pearland City Hall Council Chambers, 3519
Liberty Drive, Pearland, Texas. The following represents the actions taken by City Council and
Planning and Zoning Commission in the order they occurred during the meeting. All motions are
made by Council and Planning and Zoning in consecutive order, as determined by the Mayor.
I. CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 4:00 p.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL

A. Input and Discussion: A request by Jennifer Curtis, Meta Planning &
Design LLC, applicant, on behalf of Bettie Rae Hairston, owner, for a
Planned Development Workshop as required by the Unified Development
Code, regarding a proposed development for a townhouse -style
residential community consisting of 76 single-family lots, on
approximately 11.849 acres of land, to wit:
Legal Description: An 11.849 -acre tract of land, located in the H.T. &
B.R.R. Co. Survey, Abstract 233; said 11.849 acre tract being all of a
called 11.752 acre tract of land record in the name of Bettie Rae Hairston
in Brazoria County Clerk's File No. 2009023201 out of Lot 57, Section 2,
Zychlinski Subdivision, a subdivision recorded in Volume 29, Page 43,
Brazoria County Deed Records.
General Location: North of McHard Road, west of Old Alvin Road,
Pearland, Texas.
Presentation was provided by Katya Copeland, City Planner; Scott Burrer,
Managing Director with Sullivan Brothers Builders; and Kevin Stuckey,
Principal/Owner with Barkley Development.
B. Input and Discussion: A request by Alan Mueller applicant, on behalf of
TFM 529 Ventures, LLC, owner, for a Planned Development Workshop as
required by the Unified Development Code, regarding a proposed
development consisting of up to 315 multiple -family units on
approximately 8.72 acres of land, to wit:
Legal Description: A 13.303 -acre tract of land situated in the H.T. & B.R.R.
Company Survey, Abstract No. 242, Brazoria County, Texas.
General Location: South of Broadway Street, East of Oak Road, Pearland,
Texas.
Presentation was provided by Katya Copeland, City Planner; Alan Mueller,
Principal with 529 Ventures LLC; Nick Motamedi with MMSN Enterprises of
Texas; and David Adame, Development Director with Alliance Residential.
VI. ADJOURNMENT
Mayor Cole adjourned the meeting at 6:07 p.m.
