::MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD
ON JANUARY 2, 1974, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

The invocation was given by Council Chaplain, Art Jones, The Pledge was led by City
Secretary Dorothy Cook.
PURPOSE OF THE MEETING:
1. Authorization to execute Earnest Money Contract with Tom Alexander
for purchase of Lots 20 through 23, Block 14 of old Townailte,
Pearland, Texas.
2. Consideration of a Resolution on Clear Creek Flood Control to be
presented by Councilman Farley at a Public Meeting to be Field by
the Galveston District, Corps of Engineers on January 12, 15740
League City, Texas.

AUTHORIZATION TO EXECUTE EARNEST MONEY CONTRACT WITH TOW. ALEXANDER FOR PURCHASE OF LOTS'
20 THROUGH 23, IN BLOCK 14.
Meeting recessed at 7:40 P. M. to permit City Manager to make xerox copies of the Agreement
for all Councilman. Meeting reconvened at 7:45.
It was moved by Councilman Griffin, seconded by Councilman Reid that the Mayor be authorized
to execute an Earnest Money Contract to Tom Alexander for the purchase of Lots 20 through
23, Block 14 of Old Townsite, Pearland, Texas.. Purchase price total $27,000,00. Also,
that this $27,000.00 be paid through the issuance of Certificates of Obligation,and that
the Mayor be authorized to place notice in the official newspaper of the City of the
intent of the City to issue Certificates of Obligation pursuant to Article 2368 a,l of
the Revised Civil Statutes of Texas. Motion passed 5 to 0.
CLEAR CREEK FLOOD CONTROL:
It was moved by Councilman Farley, seconded by Councilman Griffin that the City Council
of Pearland supports the following concerning the flood control of Clear Creek:
1. We support channel rectification to the degree now being done by
Brazoria County Drainage District No. 4, as this has provided
maximum drainage improvement -with minimum cost and impact on the
environment. We support extension of such maintenance to entire
watershed.:

2. We support the cut-off channel concept, specifically one located
on the Harris County side of the creek east of SH -35 to just west
of 1-45.
3. We support the concept of flood plain management. However, in
the already highly developed and extremely flat Pearland area the
existing flood plain must be drastically reduced in size.
4. We note and strongly question the Attachment 1 project map as it
is inconsistent with recent flooding. We request an on ground
evaluation during actual flooding.
5. As Pearland lies almost entirely within the 100 year flood plain
we do not support the status quo concept. Therefore, we urge
utmost speed in completion of this project.
Motion passed 5 to 0.
