HomeMy WebLinkAboutOrd. 1358-32 20250922ORDINANCE NO. 1358-32 An Ordinance of the City Council of the City of Pearland, Texas, amending non-development usage and service fees; containing a savings clause, a severability clause, a repealer clause, providing for publication and an effective date. WHEREAS, various departments of the City charge fees for usage, permits, and other services not related to development; and WHEREAS, the organization of all such non-development fees into one ordinance enhances the efficiency of the fee amendment process and improves customer service; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the charges and fees contained in the attached Exhibit “A” are hereby adopted. Section 2. Savings. All rights and remedies which have accrued in favor of the City under this Chapter and amendments thereto shall be and are preserved for the benefit of the City. Section 3. Severability. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid, unconstitutional or otherwise unenforceable by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions thereof. Section 4. Repealer. All ordinances and parts of ordinances in conflict herewith are hereby repealed but only to the extent of such conflict. Section 5. Publication and Effective Date. The City Secretary shall cause this Ordinance, or its caption, to be published in the official newspaper of the City of Pearland, upon passage of such Ordinance. The Ordinance shall then become effective ten (10) days from and after its publication, or the publication of its caption, in the official City newspaper. The WQA will be adjusted each April or May. Residential Wastewater Billing for New Residents Monthly volumetric billing amount (gallons) to be based on the customer’s monthly metered water usage used for water billing, not to exceed 12,000 gallons until a WQA can be established. Residential water/sewer rates for existing/new customers If a larger (1” or 2”) domestic water meter is required for a residential home to maintain water pressure due to the location of the home from the water main, the request submitted by the developer/resident will be assessed by Engineering to evaluate the distance, friction loss, and water pressure. The distance between the home and the water main shall be a minimum of 100’ for consideration. The use of a 5/8” water meter size for determining the rate for water/wastewater impact fee/base fee and a monthly fee for a single-family residential home will be approved by Engineering if found applicable. 6 Billing Adjustments Water adjustments may be given for leaks, excluding irrigation leaks, for all customers. Residential customer sewer adjustments may be given only after evaluating the residential customer’s billed consumption, determined in accordance with Ordinance 870-6. Customer without metered water Default billing amount (gallons) of 10,000. Customer outside City Limits All charges for water and sewer service are at a rate of 1 ½ times that existing in the City. Chamber welcomes new hospital with ribbon cutting and $100,000 teacher fund announcement The Friendswood Chamber of Commerce hosted a ribbon cutting ceremo-ny to celebrate the arrival of Friendswood Community Hospital, the city’s first hospital, with festivities that included live performances from Clear Lake and Friendswood High School students, a helicopter flower petal drop, and a wide spread of food. The event also featured a major announcement: a $100,000 teacher’s fund dedicated to supporting educators in both Friend-swood ISD and Clear Creek ISD. Dr. Suchmor Thomas, the hospital’s found-er, was joined by family, friends, clients, employees, Chamber members, the Ambassadors Team, Friendswood EMS, and numerous city officials to mark the occasion.For generations, Friendswood residents have had to travel outside city limits to receive inpatient medical care. While the city has long had urgent care, pediatric clinics, primary care offices, and emergency rooms, it has never had a hospital within its borders. Dr. Thomas, an emergency care physician, is changing that with the open-ing of Friendswood Community Hospital, a $25 million microhospital locat-ed at 3201 FM 528 in a former Walgreens building. Construction began in late 2023, with operations expected to ramp up by late 2024.“Recent additions like Dr. Thomas’ facilities and the hospital enhance the landscape, promoting potential further development to ensure health care accessibility and quality for all Friendswood residents,” said Friendswood Deputy City Manager Steven Rhea.Friendswood Community Hospital will offer a range of specialized med-ical services more commonly associated with the Texas Medical Center in Houston. These include emergency care with targeted wait times of less than five minutes, cardiology, gastroenterology, pulmonology, internal medicine, orthopedics, and radiology. The hospital will be staffed by more than 25 phy-sicians, 40 registered nurses, and 75 ancillary medical professionals, with facilities that include 12 ER beds, three critical care beds, and five inpatient beds.Beyond health care access, the hospital is expected to play a major role in the community’s growth. Dr. Thomas said the project will bring more than 100 jobs to Friendswood, allowing more residents to both live and work lo-cally. In addition, the facility is projected to contribute hundreds of thousands of dollars in annual property tax revenue, though exact figures have yet to be finalized.The hospital will be located within a 10-minute drive of nearly 90,000 people—a number expected to grow by 2.8% in the next five years.Dr. Thomas said he hopes the hospital will not only improve access to medical care but also strengthen the city’s identity as a place where residents can both live well and stay well.
