PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
JULY 10, 2025
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on July 10, 2025, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the
actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairperson Waguespack called the meeting to order at 8:32 a.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairperson Waguespack, Member Campo, Member Hurd,
Member Gillum and Member Morales.
City staff members present were Carry Capers, Director of Parks & Recreation;
Monica Montoya-Phelps, Assistant Director of Parks & Recreation; Shelby Lowe,
Executive Assistant; Kelly Moody, Special Events & Development Manager; and
Austin Flores, Athletics Manager.
Others present were Damian Huynh and Dat Huynh, representing a local Boy
Scout Troop; and Jari McCoy with Bayou Preservation Association.
III. CITIZEN COMMENTS
Dat Huynh shared that him and his son, Damian Huynh were in attendance to listen
and take notes for his boy scout troop requirements.
Jari McCoy shared that she was in attendance to learn more about Pearland Parks
& Recreation.
IV. REGULAR AGENDA
1. Consideration and Possible Action to approve the minutes of the Parks, Recreation
& Beautification Board meeting held on April 10, 2025 and the workshop held on
May 29, 2025.
Member Gillum motioned to approve the April minutes as written, seconded
by Member Hurd.

Ayes: Chairperson Waguespack, Member Campo, Member Hurd, Member
Gillum and Member Morales.
Nays: None.
Motion passed.
Member Campo motioned to approve the May minutes as written, seconded
by Member Gillum.
Ayes: Chairperson Waguespack, Member Campo, Member Hurd, Member
Gillum and Member Morales.
Nays: None.
Motion passed.
2. Board Report
Chairperson Waguespack was unable to attend the Juneteenth Celebration
and the Celebration of Freedom but heard great things about both events.
Member Campo shared that she missed the Celebration of Freedom but
really enjoyed the Concerts in the Park performer that was new and from
Louisiana. Member Gillium shared information related to trails and trail
riders in Pearland. He asked staff to work with local first responders to be
familiarized with Pearland trails. Member Gillium shared that the local trail
biking association will be raising funds for trail improvements, tools and
equipment and will share this information wi th staff. Member Hurd
discussed how social media has an effect on the conversation surrounding
our Parks events.
3. Forever Parks Foundation Updates
Kelly Moody shared that the Pearland Lions Club has committed $25,000
and the Pearland Rotary Club has committed $10,000 this year and next
year to the Forever Parks Foundation for the inc lusive playground project
at Independence Park. She shared an update regarding the Foundation’s
recent golf cart raffle fundraiser. She invited everyone to attend the Forever
Parks Foundations 10th Anniversary Celebration happening in July.
4. Discussion and Possible Action regarding Athletic Policy Update

Austin Flores presented information to the board regarding the proposed
changes to the Parks & Recreation’s Athletic Policy.
Member Hurd motioned to recommend approval the Athletic Policy as
written, seconded by Member Morales.
Ayes: Chairperson Waguespack, Member Campo, Member Hurd, Member
Gillum and Member Morales.
Nays: None.
Motion passed.
5. Staff Presentation regarding Independence Park Phase 2 Conceptual Plans and
Forever Parks Foundation's Capital Campaign
Kelly Moody presented a presentation of the Independence Park Phase 2
Conceptual Plans and Forever Parks Foundation's Capital Campaign to the
board.
6. Director's Report
Director Capers provided information on the following:
• Celebration of Freedom 2025 update
• Juneteenth Celebration 2025 update
• Sports Complex at Shadow Creek Ranch, TIRZ funding update
• Updates regarding the remaining FY25 budget
• City’s response to Texas Hill Country Flooding incident
Assistant Director Montoya-Phelps provided information on the following:
• National Parks & Recreation Month updates
• Aquatics updates
o World’s Largest Swim Lesson held on June 26th
o Lifeguards competing in Regional Lifeguard Games on July
14th
• RCN New Strength Equipment update
• Summer Camp update regarding the most recent conversations
surrounding the recent Texas Hill Country flooding incidents
• New publication of Pearland in Motion
V. ADJOURNMENT
