PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
FEBRUARY 13, 2025
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on February 13, 2025, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions
taken in the order they occurred during the meeting.
I. CALL TO ORDER
Meeting called to order at 8:37 am.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present are Chairperson Waguespack, Vice Chairperson Pecknold, Member
Campo, Member Datta, Member Gillum, and Member Heflin.
Members absent are Member Baker.
Others present were Carry Capers, Director of Parks & Recreation; Monica Montoya -
Phelps, Assistant Director of Parks & Recreation; and May Grey, Management Assistant.
III. CITIZEN COMMENTS
Martha Gonzalez was in attendance with the University of Houston – Clear Lake, Social
Work Program.
IV. REGULAR AGENDA
1. Consideration and Possible Action to approve the minutes of the Parks &
Recreation Beautification Board meeting held on January 9, 2025.
Vice Chair Pecknold motioned to approve the minutes as written, seconded by
Member Campo.
Ayes: Unanimous
Nay: None
Motion passed.
2. Consideration and Possible Action - Excuse the absence of Member Baker and
Member Datta from the January 9, 2025 Parks, Recreation & Beautification
Board Meeting.
Member Campo motioned to excuse the absence of Member Baker and Member
Datta from the January 9, 2025 Parks, Recreation & Beautification Board Meeting,
seconded by Member Heflin.

Director Capers stated that she received resignation from Member Baker that is
currently serving on the Parks, Recreation & Beautification Board due to changes
in work schedule.
Ayes: Unanimous
Nay: None
Motion passed.
3. Board Report
Member Campo recently discussed connections with local football organizations
with Community Engagement Coordinator, Julio Montemayor. Member Gillum
reported on Pearland Mountain Biking Team and shared that they attended their
first race of the year recently in Sugarland, Texas. Chairperson Waguespack
stated that local news stations shared Independence Park was a sledding
destination during Winter Storm Enzo. She stated that she is happy the Natatorium
is back open and that there has been positive feedback from the community
regarding the opening. Parks, Recreation & Beautification Board Members are
planning to attend the AYLUS Lunar New Year Celebration Event on Sunday,
February 16, 2025. Member Datta shared notes on the Pearland Town Center
Development. Director Capers is passing the information to the appropriate City
staff.
4. Consideration and Possible Action - regarding recommendation for
appointment of one Parks, Recreation, and Beautification Board Member to the
Sports Association Review Committee.
Member Campo motioned to appoint Member Heflin to the Sports Association
Review (SAR) Committee, seconded by Member Datta.
Ayes: Unanimous
Nay: None
Motion passed. Member Heflin appointed to the SAR Committee for 2025.
5. Consideration and Possible Action to approve a Parks & Recreation Inclusive
Naming Policy
Director Capers presented the proposed Parks & Recreation Department Inclusive
Naming Policy for feedback and approval. Discussion amongst the Parks,
Recreation & Beautification board members.
Member Gillum motioned approve a Parks & Recreation Inclusive Naming Policy,
seconded by Member Heflin.
Ayes: Unanimous
Nay: None
Motion passed.

6. Discussion - 2025 Parks Master Plan Update Public Engagement
Discussion regarding Baxter & Woodman contract to update 2025 Parks Master
Plan. Director Capers shared information regarding the upcoming listening
sessions, workshops and other forms of public engagement. The Parks,
Recreation & Beautification board members were encouraged to begin thinking of
items/topics to discuss throughout these engagement sessions.
7. Discussion - FY2026 Staffing Outlook and Supplemental Requests
Director Capers shared information regarding the City’s budget process, including
future staffing outlook and supplemental requests. She shared the growth of the
Parks & Recreation Department and current greatest staffing needs. The Parks,
Recreation & Beautification Board was presented with the following top 3 positions
promoted last year and have not yet been backfilled:
• Athletic Field Maintenance Supervisor
• Recreation Superintendent
• Business Administrator
Director Capers presented all other staffing positions over the next 3 budget years
including positions tied to upcoming capital improvement projects: Independence
Park Phase 2, Hickory Slough Phase 2 and Clear Creek Trail expansion. Other
supplemental requests were presented, including Recreation Center & Natatorium
(RCN) Intercom system, vehicle replacement for Knapp Senior Activity Center van,
enhance grooming deck, Delores Fenwick Nature Center (DFNC) nature play area,
GPS guided spray rig, and additional funding for Celebration of Freedom Band
(250th United States Anniversary).
8. Director's Report
Director Capers provided information on the following:
• Hickory Slough Phase 2 progress
o Project is currently at 60% design phase.
o This project is aligned with the current detention project in this area.
• Clear Creek Trail
o Trail will run from Barry Rose Road to the University of Houston
Clear Lake – Pearland Campus, north Pearland Parkway.
o Next trail segment is Dixie Farm Road which will be 50% funded in
collaboration with Harris County Precinct 2
• Response to Winter Storm Enzo
o Emergency Management Plan successes.
o Parks & Recreation facilities, parks & assets had no major damage
due to the winter storm.
• Summer Program Plan Underway
o Summer camp registration opens February 17, 2025 at 8:00 am.
o 2025 summer camp expansion to include Camp YAC (Youth
Adventure Camp).
V. ADJOURNMENT
Meeting was adjourned at 9:48 am by Member Datta, seconded by Member Campo.
