CALL TO ORDER
Secretary Gary Shrum opened the meeting for the Zoning Board of Adjustments Meeting at 6:07
PM.

Also, present were Deputy City Attorney Lawrence Provins, Community Development Deputy
Director Martin Griggs, Planning Manager Katya Copeland, Planner II Katie Peterson, and
Business Administrator Jennifer Danley.
ELECTIONS
Member locco made the motion to postpone the elections until all ZBA board members are
present and Member Glenn seconded the motion.
Motion passed 5-0.
APPROVAL OF MINUTES
Consideration and Possible Action - Approve the ZBA Meeting Minutes from May 1, 2025.
Secretary Shrum read into the record the items on Approval of Minutes. Member Glenn made the
motion to approve, and Member locco seconded the motion.
Motion passed 5-0.
NEW BUSINESS
Secretary Shrum read into the record the item on Consideration and Possible Action — VAZ2025-
0268: Variance for Landscape Requirement for New Lift Station at the Former Longwood
Treatment Plant.
Consideration and Possible Action - VAZ2025-0268: Variance for Landscape Requirement
for New Lift Station at the Former Longwood Treatment Plant
Public Hearing: A request by Sheldon Buck, with Freese & Nichols, Inc., applicant on behalf of
The City of Pearland, owner, for approval for a variance, as permitted by the Unified Development
Code, Ordinance No. 2000-T, to eliminate the required landscaping within the buffer area between
a non-residential use and residential use (Section 2.2.5.2(a)(4)), to wit:
Legal Description: Being all that certain 1.9604 acres being all of Lot 1, Block 1, Minor Plat of
Longwood Treatment Plant according to the plat thereof as filed in Document Number
2011034335 Brazoria County Official Records and a portion of Myrtlewood Drive (60' wide) as
dedicated by Longwood Park Section One according to the plat thereof as filed in volume 09,
Pages 143-144 Brazoria County Plat Records, Perry and Austin League, Abstract 111, City of
Pearland, Brazoria County, Texas.
General Location: 2727 Dixie Farm Road, Pearland, TX.
Planner II Peterson presented the staff report with exhibits. Ms. Peterson explained that the
request was to remove the requirement for landscaping within the buffer due to a utility
easement and infrastructure adjacent to a residential zone lot. She noted that staff had not
received any public comments either in support of or opposition to the request. Ms. Peterson
reviewed the property's history and briefly summarized the existing and proposed site plan. She
stated that the request met all eight criteria outlined in the Unified Development Code (UDC)
and staff recommends approval of the request.
The applicant, Fabiola De Carvalho, Assistant Director of Capital Projects for the City of Pearland,
located at 3519 Liberty Drive, Pearland, Texas 77581, was in attendance in -person to answer any
questions from the Zoning Board of Adjustment (ZBA).
Secretary Shrum called for public input.
There were no persons wishing to speak for or against the proposed request.
The discussion among the ZBA Board members focused on the property's hardship, the existing
and proposed masonry fence, and landscaping requirements. Secretary Shrum allowed resident
Gloria Leahy, of 2203 Myrtlewood Drive, Pearland, Texas 77581, to comment. Ms. Leahy
expressed concerns regarding flooding but indicated support for the project, particularly in light of
the decommissioning of the waste plant.
No further discussion from Staff, ZBA Board or Public input.
Secretary Shrum read into the record the item on Consideration and Possible Action — VAZ2025-
0268: Variance for Landscape Requirement for New Lift Station at the Former Longwood
Treatment Plant. Member Glenn made the motion to approve the variance, and Member locco
seconded the motion.
Motion passed 5-0.
ADJOURNMENT
Chairperson Lewis adjourned the Zoning Board of Adjustment Meeting at 6:41 PM.
