HomeMy WebLinkAbout20250410 Parks Recreation and Beautification Board Regular Meeting MinutesCITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES APRIL 10, 2025 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on April 10, 2025, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. CALL TO ORDER Chairperson Waguespack called the meeting to order at 8:30 a.m. I. ROLL CALL AND CERTIFICATION OF QUORUM Members present Chairperson Waguespack, Vice Chair person Pecknold, Member Campo, Member Heflin, and Member Gillum. Others present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; Shelby Lowe, Executive Assistant; Lindsey Taylor, Special Events Coordinator; Stasey Bickham, Special Events Coordinator. II. CITIZEN COMMENTS No citizens were in attendance. REGULAR AGENDA 1. Consideration and Possible Action to approve the minutes of the Parks, Recreation & Beautification Board meeting held on March 13, 2025. Member Gillum motioned to approve the minutes as written, seconded by Member Heflin. Ayes: Unanimous Nay: None Motion passed. 2. Consideration and Possible Action to excuse the absence of Member Pecknold from the March 13, 2025 Parks, Recreation & Beautification Board Meeting. Member Campo motioned to approve the absence, seconded by Member Gillum. Ayes: Unanimous Docusign Envelope ID: 27C9211C-5E12-4E35-8713-C2BEC16BA5C3 Nay: None Motion passed. 3. Forever Parks Foundation Meeting Director Capers shared that the Foundation is currently fundraising for Independence Park Phase II – Inclusive Park. State Representative Jeff Barry is working towards allocating money in the state budget for this project. Mayor Cole’s Annual Golf Tournament will be held on May 5, 2025. 4. Board Report Chairperson Waguespack stated that she couldn’t attend Spring Fest but heard great things and was happy to hear we didn’t have to cancel the event due to weather. Member Gillum stated that his bike team has 2 more races left for the season and that Wednesday night rides are back. Member Heflin stated that he was unable to make it to Spring Fest due to Baseball Games in the morning and the weather in the afternoon. He said that baseball is in full swing. 5. Staff Presentation on Upcoming Special Events Special Events Coordinator Taylor presented information on Spring Fest performance information and upcoming City events, including Pearland Grand Arts & Eats, Concerts in the Park Series and Celebration of Freedom. Special Events Coordinator Bickham presented information regarding external events coming up at City Facility and Parks. 6. Discussion and Possible Action regarding FY 2026 Proposed Fee Changes Director Capers presented information regarding FY 2026 Proposed Fee Changes. Vice Chairperson Pecknold stated that this proposal seems well thought out by staff. She stated the proposal doesn’t seem like a money grab and will be well aligned with the market values. Member Campo motioned to recommend approval of the FY 2026 Proposed Fee Changes to City Council, seconded by Member Heflin. Ayes: Unanimous Nay: None Motion passed. Discussion regarding Update to Park Capital Projects Assistant Director Carter presented information regarding Update to Park Capital Projects. He stated that Parks & Recreation staff will be bringing this to City Council for consideration in May. 8. Director’s Report Director Capers provided information on the following: • Parks & Recreation staff had a great meeting with Risk Management, the Police Department and the IT Department regarding cameras and lighting for various facilities and parks, including challenges that staff is encountering with these safety features. • Upcoming Parks Tour on May 29, 2025 at 8:00 a.m. • Updates on Natatorium recapitalization project. • Updates on Tennis Courts at Independence Park from Hurricane Beryl damages. V.
