A Resolution of the City Council of the City of Pearland, Texas, extending an
exclusive Solid Waste, Construction and Demolition Debris, and Recyclable
Materials Collection, Transportation, Disposal and Processing Contract, with
Frontier K2, LLC., for an additional five (5) year term beginning October 1,
2026 through September 30, 2031.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City’s existing contract with Frontier K2, LLC, allows for the
extension of the Initial 5-year Term for one additional 5-year Term.
Section 2. That the City Council hereby extends the contract with Frontier K2, LLC.
Section 3. The City Manager or his designee is hereby authorized to execute an
extended exclusive solid waste services contract.
PASSED, APPROVED and ADOPTED this the 14th day of July, A.D., 2025.

Mr. Killian,
Please be advised that the City of Pearland proposes to exercise its right to renew the current
contract for Solid Waste, Construction and Demolition Debris, and Recyclable Materials
Collection, Transportation, Disposal and Processing Contract for the City of Pearland, per the
specifications of City of Pearland RFP 0320-29. The terms and conditions set forth in the
existing contract allow for an additional five (5) year term if both parties are in agreement with
renewing. The renewal contract number is RFP 0320-29B.
The renewal option will begin on October 1, 2026 and will expire September 30, 2031, which
includes a 15% franchise fee for residential and commercial services. If you find the stated terms
satisfactory, please sign and date this letter and return a scanned copy via email to
ltermorshuizen@pearlandtx.gov.
Please note that upon your signature and acceptance, this renewal may be subject to City Council
approval – subsequent to Council approval.

Agreement to Renew Contract

Solid Waste, Construction and Demolition Debris, and Recyclable Materials Collection,
Transportation, Disposal and Processing Contract

By executing this document, contractor verifies:
1) That it desires to exercise the renewal option under the same terms, conditions, and
pricing beginning October 1, 2026 through September 30, 2031.
2) That it does not boycott Israel, and agrees that during the term of this Contract will not
boycott Israel as that term is defined in Texas Government Code Section 808.001, as
amended.
3) That it does not have a practice, policy, guidance, or directive that discriminates against
a firearm entity or firearm trade association; and will not discriminate as that term is
defined in Texas Government Code Chapter 2274.
4) That it does not boycott energy companies; and will not boycott energy companies at
that term is defined in Texas Government Code Chapter 2276.
5) That, pursuant to Texas Government Code, Chapter 2252, Section 2252.152 and
Section 2252.153, it does not appear on the Comptroller of the State of Texas listing of
companies which do business with Iran, Sudan or any Foreign Terrorist Organization, as
identified under Section 806.051, Section 807.051 or Section 2253.253, listing of
companies.
